I remember during President Gloria Macapagal Arroyo’s time – that there was great need for the Death Penalty to be abolished because of the loop holes in the Philippine’s justice system. Many innocent people paid for crimes they did not commit. Often, they were already dead when the real perpetrators are put into jail. However in the present time, Child Rape-Slay cases are on the rise. Like this one:

MANILA, Philippines – The Manila Police District arrested a pedicab driver for allegedly raping and killing a six-year-old girl in Paco, Manila on Monday night.
Police identified the suspect as Mark Avila, 29.
Avila was driving his pedicab when operatives of the MPD-homicide division and Station 10 pounced on him. http://www.philstar.com/metro/2014/01/22/1281484/rape-slay-suspect-nabbed-manila
Death Penalty can work well like in Brunei – where crime rate is law because of harsh punishments but will it work in the Philippines – where corruption is eminent? Would it be better to strengthen the justice system first before resorting to Death Penalty? Quite a thought and child protection is for sure an immediate challenge for the government to act upon – so that our children can be safe at home!
