Duterte needs Emergency Powers to Put a Halt into Traffic Problems

Emergency powers is needed by President-elect Rodrigo Duterte to address the Metro Manila traffic problems; as discussed during the recent consultative summit with the country’s business leaders held in Davao City.

This was revealed by incoming Transportation Secretary Arthur Tugade that President Duterte will soon be asking Congress for emergency powers to immediately resolve the vehicular traffic woes particularly in the capital. The Daily Tribune reported Tugade as saying; “The proposed emergency powers include favoring direct contracting over public biddings for transportation-related projects, opening private subdivision roads to traffic, and removing transport terminals and public markets located on busy highways,”.

The traffic solutions are based on the Japan International Cooperation Agency study. They will work on spreading business developments to other areas so that commercial influx will not decongest Manila.
Incoming Budget Secretary Benjamin Diokno however clarified that, underspending is not the goal in financing its projects to retain stable economy but the spreading of opportunities for employment movements towards the different parts of the country. Around P800 billion to P1 trillion of P3.5 trillion budget for public infrastructure is allocated for this plan; according to Diokno.
