Ilocos Norte Governor Imee Marcos admits before an inquiry in the Congress that the purchase of 70 mini trucks is through direct contracting.  BAC said that only a single supplier can comply with the requirements,” Marcos told lawmakers. Then the alleged 100 M LP bribe surfaces that irked Farinas.

[VIDEO]: Imee Marcos’ source for the 100 M bribe to detain her by LP was asked by Farinas or else she will be cited for contempt by the Congress.

Repeat Order

Marcos said only Foton had brand new, diesel-powered mini-trucks with the right specifications requested by farmer-beneficiaries. Since it’s already a repeat order, there’s no need for the bidding. It was already a direct purchase.

Room for Corruption

Farinas criticized Marcos’ handling on the purchase because entrusting a huge amount of cash advance to her employees can tempt them in doing anomalous transactions. Marcos acted in good faith that her people put their best in deciding on the right method to be able to negotiate with suppliers better for the interest of the farmers. She insisted that COA approved it so, she did not see any wrongdoings in that regard.

The Governor Apologizes

The governor made it a point to apologize of some disclosure that she cannot provide evidence right on the spot. One was the new affidavit of Pedro Gorospe who allegedly stole the documents as contemplated by his sister-in-law Cynthia Gorospe, Farinas’ aid. However, Farinas clarified from his old affidavit that he returned the original documents. It was only a few months ago that he learned there were lost as Farinas filed the inquiry.

LP’s 100 M Bribe to the Congress

Farinas explains that the governor discredits the Congress by saying that the LP bribes it to make sure of her detention. He did not accept Marcos’ disclosure that she has a source but cannot divulge his identity. At this point, Marcos is to be cited for contempt if she insists that the rumor was true. Farinas added that if she apologize and admits that she was just confused on her accusation, they will forgive her.
