Medical innovation can make the much-needed health care for Filipinos more affordable and convenient. This is through Telemedicine or eHealth as the terms used by the Department of Health. Prior to the eHealth law, the major concerns are already addressed through the Cybercrime Prevention Act of 2012. Then Senator Edgardo Angara is the author and sponsor of the Cybercrime Prevention Act of 2012. Bongbong Marcos also passed a bill to amend it but only the clause that pertains to libel.

Telemedicine or eHealth Protection

The section 4 of the Cybercrime Prevention Act stresses that these offenses over the internet are punishable by law:  Offenses against the confidentiality, integrity, and availability of computer data and systems. This includes illegal access. This pertains to the access of the whole or any part of a computer system without right. In a Telemedicine or eHealth system, the account of an individual is protected by a password that only the owner should know. So, medical and credit card data are safe.

Actual consultation and physical examination for minor illnesses are manageable through the eHealth system’s app like Ring MD. BPO employees can already spend their sick leave resting than spend the whole day to travel back and forth to the hospital and wait for hours at the clinic, just to secure the medical certificate required. The prescription is also available online.




Management of Chronic Diseases

Serious emergency cases and initial consultations for chronic diseases must be administered in hospitals. However, once the condition is stable, it can be managed at home as supervised by the chosen doctor accredited by Ring MD or other medical service providers enrolled in. Since this innovative health care is already here, it is best to select a physician that is available through the app. The selected doctor can then attend to individual’s needs through it at the comfort of one’s home.

Ferdinand Marcos on Healthcare Priority Agenda: Take Care of Filipino Hearts

The next president of the Republic of the Philippines should put healthcare programs on top of the list of significant agenda. In the 2016 Presidential race, five contenders promised to ensure that all Filipinos must have a 100-percent Philhealth coverage. The present administration of President Digong aims to decongest the current specialty hospitals in Metro Manila. All provinces across the Philippines must at least have tertiary hospitals equipped with Intensive Care Units. If this is not possible in the current administration’s term, how about the next?

The Role of Local Government Units

As mandated by the Local Government Code of 1991, the Local Government Units must enjoy genuine and meaningful local autonomy to attain full development as self-reliant communities that contribute to the achievement of national goals. Features of the LGC include the relinquishing of responsibilities of the national government in favor of the government units to efficiently mobilize their own resources.




How Effective are the LGUs Delivering Healthcare Services?

Currently, the local government units in provincial, cities, municipalities down to barangay level has become inefficient in delivering basic healthcare services to the countryside. This can be primarily attributed to financial constraints. There is a great lack of budget for spending on infrastructure, purchase of medicines, ambulance and personnel. The sad reality is that LGU’s is not effective in providing healthcare services compared to the central government.




Alternative Source of Income

Hospitals in the provinces most likely become income generating projects of the Local Government Units. Such hospitals are now comparative to various private hospitals wherein patients could not be admitted without down payment. The LGU’s cannot afford to maintain the salaries and wages of the physicians, nurses, and staff without asking payments from the patients, defeating the very purpose of its creation.

Realistic Platform: Do it the Marcos Way

During the presidential race, the current administration pushed healthcare programs as one of its main platforms. The first six months of the term of President Digong proves that the President’s priority program is the war on drugs. Such advocacy has become controversial due to issues on extrajudicial killings. All Filipinos hope that he make good on his promise of establishing healthcare programs to uplift the overall health of the Filipino people. If not, at least the next president should make this a priority. Who’s that going to be? The current Vice President who is a neophyte in the executive level or the son, of the healthcare initiators in the country, Bongbong Marcos?

Makati’s Precautionary Measures to Prevent Zika Virus effects on Babies

Zika is associated with microcephaly or babies born with small heads. It mostly affects pregnant women. Symptoms of Zika infection include fever, rash, joint pain, conjunctivitis (red eyes), headache and muscle pain. These common conditions cannot be ignored these days. Early consultations is a must.

Zika Transmission

Health authorities believe that Zika is transmitted by sexual contact and through the bite of the Aedes mosquito, also identified as the vector in transmitting Dengue and Chikungunya.



Makati Worker Diagnosed with Zika

One of the reported Zika cases in Metro Manila, is  a 42-year old male, who works in Makati but is a resident of Mandaluyong. Despite not being a Makati resident, precautions are undertaken in the city as a precautionary measure.



Mayor’s Plea

Mayor Abby Binay asks residents to remain calm and participate in a citywide cleanup drive to destroy breeding sites of mosquitoes. She urges residents to always keep their homes and surroundings clean. It is important to make sure in eliminating stagnant water and other usual breeding sites of mosquitoes.



No Need to Panic

City health officer Dr. Bernard Sese also assured residents there was no need to panic. “The male patient found positive of Zika virus, who is a non-resident, is already well. They have stepped up efforts to determine areas in the barangays with high-density of mosquitoes through setting up ovi-larvi traps; as ordered by the mayor.



High-risk Barangays are Identified

Based on the results of the ovi-larvi trap, high-risk areas in the barangays are identified and subjected to intensive cleanup operations jointly conducted by the barangay and city personnel. The city would only resort to misting when despite cleanup efforts, ovi-larvi trap results remain high.



Health Education Vital

The MHD chief also underscored the importance of continuous health education of people in the community regarding the prevention of virus infection and transmission.

Enabling local Leaders

Teamwork counts in making the city more progressive. This is in the sense that the local government is making sure that healthcare, livelihood, social and educational needs plus basic humanitarian assistance are provided for. Free in lieu of the people’s taxes. Local leaders have a free hand in nurturing their constituents following of course Jojo Binay’s inspiration.  This also empowers the citizens of Makati to extend help to relatives and friends elsewhere since their basic needs are taken cared of. Surely the kind of public services with a heart and compassion.



Random Checks by the Mayor

Mayor Abby Binay surprises senior citizens confined at the Ospital ng Makati recently. The hospital visit is part of a series of activities jointly organized by the Elderly Welfare Section of the Makati Social Welfare (MSWD) and Office of the Senior Citizens Affairs (OSCA) in celebration of the Elderly Filipino Week.



Kindness Beyond Duty

Mayor Abby Binay gives Venice Nina Sosa, an eight-year-old bone cancer patient, a new laptop during the latter’s visit to the City Hall. The Mayor gave the laptop to Sosa as a gift, after the cancer patient expressed her wish to own one. The girl, a resident of Barangay Olympia, was spotted by former Vice President Jejomar Binay in one of his wake visits. On learning of Venice’s condition, he promised to extend medical assistance to her.



Makati multi-service caravan

The city has institutionalized the caravan to bring city government services directly to the residents of Makati. “We encourage our residents to come when the caravan is in their barangay to enjoy a variety of free services without having to go to City Hall.  Scheduled twice in a month, the caravan is a one-stop-shop offering a wide range of services for free from various frontline City Hall offices, together with the JCBinay Foundation and other partner-NGOs.




Mobile Services Offered via the caravan

Free services offered include medical, dental and eye check-ups, blood sugar screening, x-ray, ECG, medicines, legal advice and services, processing of birth certificates and similar documents. A feeding program is also held for undernourished children, while free massage and hair cutting services are also made available. Pet owners can also bring their dogs and cats for free anti-rabies vaccination.



Further Improvements of the Binay’s Free Access Community Health Network

The city government of Makati has extended the period of validity of the Yellow Card for residents from one year to three years effective October 10, and introduced innovations designed to streamline processes in seeking medical services at the city-run Ospital ng Makati (OsMak). When you are sick, broke and nowhere else to go, think if your local government and the community have something like the Binay’s Free Access Community Health Network.

Revealing Dog’s bared teeth is not smiling

Children particularly tend to mistake a dog’s bared teeth for a “smile”. Ith is often the reason kids end up getting bitten by dogs when they try to zoom in for a hug. (Your periodic reminder: Dogs hate hugs.) For example, to a kid, it could kind of look like the dog below is smiling. To the researchers who study DogFACS, this expression is the painstakingly unemotional combination of AU110 (upper-lip raised), AU109 (nose wrinkled), and AU116 (lower-lip depressed), as Catia Caeiro of the University of Lincoln explained in an email to Science of Us.



Sad Looking Dog

The inner raised eyebrow just makes dogs look so sad. As if they are desperate for human companionship and care; it also makes their eyes look larger, and therefore more infant-like. “It’s a ‘You look like an infant baby, here, I’ll protect you,’ kind of thing”. It’s an assessment based on human interpretation but not really that of the dog’s emotions.
