Mark Villar Must Resign as Congressman First before becoming DPWH Secretary

Las Piñas Representative Mark Villar is again a congressman of Las Piñas but it might be short lived because of his appointment into the Cabinet of presumptive President Rodrigo Duterte as DPWH secretary.

Atty. Romulo Macalintal told radio dzMM that Villar would still have to take his oath as congressman of Las Piñas as an elected official and serve for 6 months then resign to assume a higher appointed position.

Omnibus Election Code mandates candidates to assume office within six months of winning the elections. Elected officials who refuse to assume office without legal motive may face one to six months imprisonment unless there’s an unexpected physical disability, mandatory rendering of military service or other valid legal motives.

Chacha: PGMA’s Parliamentarism and Duterte’s Federalism

Charter Change is constitutional reform in the Philippines, also known as Cha-cha, referring to the political and legal processes needed to amend the current 1987 Constitution of the Philippines. Federalism is where authority is shared between national and regional governments whereas Parliamentarianism is between an executive and legislative powers. A country can have both federal and parliamentary systems or just federal or parliamentary. These are the processes of the two systems:

In federal governments, national and multiple regional (state/provincial) governments have division of responsibilities. The national government hold some powers in various matters whereas regional bodies also have some jurisdictions over their territories. There are also shared authorities between them. Overall policies remain to be the responsibilities of the national government but a state can determine their local process applicable to their situation like the educational arrangement of public schools. However, policies pertaining to crimes are shared by both and overlapping can also happen to secure implementations of the law – such as in America, and other European and Latin American countries.

Parliamentarianism has three branches of government: legislative (policy making process), executive (implementation of laws and persecution of offenders), and judicial (determines rule of laws and examines their constitutionality?. These two systems of government work in many countries but in the Philippines, it’s really not the kind of system that is embraced by the people but the popularity of a leader endorsing such form. PGMA failed with Parliamentarianism – will Duterte make it for Federalism?

SENATOR MARCOS now stands on a Moral Cause.

Catholic Pressures Caused Hault of Death Penalty – to be Revived by Duterte and Agreed by Bible Believer, Pacquiao

Violent crimes with weapons readily available and collected by influential people to scare business opponents or any personal disputes are now again on the rise in the Philippines. Presumptive President Rodrigo Duterte vowed to revive capital punishment despite oppositions from various legislators and the Catholic church itself – but found an unlikely supporter Senator Manny Pacquiao who is a believer of the bible saying that capital punishment is actually in the bible.

The death penalty was abolished in 1987 but was re-imposed seven years later after a tremendous rise in crime.At least seven executions were undertaken via lethal injection. Then in 2000, ex-president, Joseph Estrada, in a moratorium called for its revival due to pressures from the church, the European Union and various human rights groups – after series of reports that innocent prisoners got executed and cannot bring them back anymore.

His successor after his impeachment; former President Gloria Macapagal Arroyo signed the hault of the capital punishment in the Philippines – just prior to her visit to the Vatican that coincided allegedly with her asking for support among the religious setors to favor the change of government system into the Parliamentary process – meanwhile, Duterte is pro Federalism. However, that not the topic of debate at the moment but there seems to be a conflict between the bible and Catholic beliefs?

Will Senator Pacquiao be Tempted to Fight again if the Price is Right?

Bob Arum already announced to the international press that Manny Pacquiao will be leaving the boxing ring behind – now that he has won a senatorial seat. Although there are speculations that it depends on how much money he can get to fight one more time, it was noted overseas that the Philippines needs the full attention of its elected leaders to be able to address poverty and so, Manny is firm in quitting boxing.

The Senator Pacquiao is known for his generosity, he would need some more bulk cash to fund his humanitarian projects. Perhaps another Mayweather fight could help in not breaking his bank account as he gives more means of livelihood to the people?

It is a fact that most athletes can easily feel that something is missing in their life after calling it quits from the sport that they loved the most. Will the boxing hero be tempted into doing it again for a pricey price?
