Bongbong Marcos Won’t Benefit from Robredo’s Impeachment but Koko Pimentel Will

The ex-lawyer of President Ferdinand Marcos, Oliver Lozano filed an impeachment complaint against Leni Robredo for her criticism of the administration’s deadly war on drugs. The complaint for violation of the constitution and betrayal of public trust was submitted by Oliver Lozano to the office of House Speaker Pantaleon Alvarez for sponsorship. Lozano said that said Bongbong Marcos would not benefit from it.

Immediate Successor is the 3rd Highest Official of the Land

Under the law in the Philippine constitution, it is the third highest official that shall immediately succeed when the vice presidency is left vacant.  In this case, it is the Senate President Koko Pimentel who directly benefit once Robredo is impeached and not Bongbong Marcos. Next in line to Pimentel is House Speaker Pantaleon Alvarez.

Bongbong Marcos’ Electoral Protest Win is Crucial

Justice Secretary Vitaliano Aguirre II clarified that Bongbong Marcos can take the VP post once Robredo is removed from her post. But he has to win the electoral protest first. It is noted that the said process takes years to facilitate but since many cannot stand Robredo anymore, it is not so important who would replace her in the VP post for as long as they can get rid of her.

VP Successor can also be Appointed

The president can appoint a VP replacement from members of the Senate and the House of Representatives. The appointee assumes office once the majority vote from both Houses of the Congress approves the appointment. The Commission on Appointments then scrutinizes the VP candidate for confirmation. This is based on Article VII Section 9 of the 1987 Constitution.


Ground for Impeachment

Robredo allegedly betrayed the people by shaming the nation with her dishonest message to the side event in the United Nations forum. “The respondent is duty bound to act within the framework of the Constitution but her acts of dishonesty and moral bankruptcy breached the bounds of the Fundamental Law,” Lozano said. In the video, Robredo exaggerated the killings linked to the drug war and also revealed a so-called “palit-ulo” scheme with the wrong description.

‘Impeach VP Leni Team’ Not Du30’s Minions: The President May be Sorry for Robredo but not his Supporters

The President always shows courtesy to Leni Robredo in public. He even apologized when he failed to greet her in his speech at the Philippine Military Academy or PMA. Mr. Duterte acknowledged the presence of top officials at the PMA event but missed Robredo. Tensions escalated in a press conference after lawyers and bloggers supporting Du30 clashed with two reporters. When asked about who’s funding them, the “Impeach VP Leni Team” got irked and said that they are not Du30’s minions.

Impeach VP Leni Team

The PDu30 supporters called “Impeach VP Leni Team,” held a press conference at the Hotel Rembrandt in Quezon City to make their plan known to draft an impeachment complaint against Robredo. They are: Trixie Cruz-Angeles, Tom Berenguer, lawyer, Antonio Contreras, political analyst, Epimaco Densing III, assistant secretary for plans and programs at the Department of the Interior and Local Government or DILG, Ahmed Paglinawan, lawyer, and Bruce Rivera, also a lawyer.

Not Funded by Duterte

The conflict started when dwIZ reporter Jill Resontoc asked how the group get its funds as they pursue the impeachment case against the Vice President. Rivera seems insulted and denied that they are being funded by anyone. He explained that they are using their money to facilitate the said move.

LP’s Behavior

Rivera stresses that PDu30 is not their principal. 5 of them might be Du30 supporters, but the president is not their backer, he said. That’s like LP’s strategy, he added. His reply drives the crowd to burst into laughter. Bloggers and lawyers supporting Duterte were also in the audience. The administration has accused the LP of trying to oust the President. LP members especially Robredo repeatedly denied this.


Just One of the Impeachment Complaints against Robredo

Angeles calmed down the crowd by directing the question and answer portion for reporters and bloggers. The ‘Impeach VP Leni Team’ plan against Robredo is just one of the few. Two Marcos loyalists already asked Speaker Pantaleon Alvarez to endorse their impeachment complaint versus Robredo. Her drug war criticisms in a video message in a side event in Vienna, Austria is the main trigger. Alvarez also considers filing the same case. These are on top of Bongbong Marcos’ electoral protest against Robredo.

Roque: Leni Robredo Don’t Know What she Is – must be Removed for Political Stability

Kabayan Party-list representative Harry Roque said Leni Robredo does not have a clear picture of what she wants to be. This is actually the case when a political figure just acts as a mere puppet. They can never be consistent like the late president Corazon Aquino. At one time, Robredo was actually molded like the deceased Aquino to win the Vice Presidency as the poor widow of a distinctive politician.

Communication Failure

Leni and the President Duterte actually have one thing in common. Both of them do not have people who are managing their communications. Neither of them is guided by a team of PR practitioners who ensure that they will be protected even from their own mouth. They do not have communications teams that already see the damage before it’s even done. Their respective communications teams can just argue that they are doing their jobs but it doesn’t look like it.

Addressing the World

Robredo and her team knew that her message during the “Human Rights Challenge: Responding to the Extrajudicial in the Drugs War” would be watched by the world. Speaking in English, she celebrates the fact that the world and its human rights advocates had their eyes on the Philippines. This apparently gives her courage and hope. On top of that, she was also addressing attendees to the 60th United Nations (UN) Commission on Narcotic Drugs annual meeting in Vienna Austria. This levels up the stakes as she inevitably feeds the UN and the international community’s already very worried about the drug war in the Philippines.

Roque: What Lawyers Should Do

There’s no doubt that Robredo hoped that the grimness of the situation and the magnitude of the problem through her pronouncement can land on higher authorities – but as a lawyer, she could have done the right thing as dictated by the laws of the land. She could have filed cases if the human rights violations she mentioned actually happened. Since she still occupies the second highest position in the country, she has the budget and resources to do that. At least, she should exercise her duty as the VP first even if her legitimacy is still questionable.


Out to Destroy the President

House Deputy Minority Leader Harry Roque agrees with pro-administration legislators that the impeachment case against the President will simply go down the drain. Roque, himself and international and constitutional law expert, explains that Du30 could not be held liable, or impeached, for acts before he became president. Let alone the allegations over Benham Rise. Robredo actually is much easier to impeach. By not refraining from attacking the president, the perception that she wants to become president urgently will never go away. After all, she’s still the constitutional successor of the president. So, since she created political instability, she must be removed as soon as possible.

PAGCOR Chair cannot Tolerate Robredo: Tells International Audience Not to Believe Her

Philippine Amusement and Gaming Corp. or PAGCOR chair Andrea Domingo tells an international audience composed of gaming investors not to believe a negative report by Leni Robredo to a UN body. She addresses delegates to the Association of Southeast Asian Nations gaming summit at the Conrad Hotel in Pasay City. She warns that Robredo would do “anything” to become president. Meanwhile, the President said; Stop it as he refers to impeachment plans against the VP. He will not countenance such move, he added.

To See is to Believe

Domingo was talking about Robredo’s videotaped message to the annual meeting of the UN Commission on Narcotic Drugs in Geneva. This is where the bewildered VP criticizes extrajudicial killings and human rights violations in the course of the Du30 administration’s war on drugs. The Pagcor chief asks the delegates to ignore Robredo’s attacks unless they start seeing for themselves the dead bodies in the streets or killings as described by Robredo.

Correction on Robredo’s UN Video

Robredo bared an alleged “palit-ulo” or swap heads scheme, where authorities would take a family member instead of the original person on the drug list. Malacañang and the Philippine National Police said Robredo misunderstood the issue because palito-ulo refers to  “a commitment of a drug suspect to provide assistance in the arrest of a bigger criminal in the illegal drug syndicate.”

Elected Post

The president reminds people that she is elected despite the ongoing electoral protest against her filed by Bongbong Marcos. He explains that her attacks against him are her expression of democracy. However, heads of the various departments in the government felt the negative effects of Robredo’s claims. Since the Philippines is a democratic country indeed, even the president cannot stop other government officials especially the House of Representatives and the Senate to impeach her.


Many are not in One with the President’s Call

Marcos loyalists Atty. Oliver Lozano and Melchor Chavez filed a draft impeachment complaint against Robredo at the House of Representatives, calling her “the termite of Government.” This is despite the knowledge that Bongbong Marcos cannot take over the VP post even is she is impeached without winning the electoral protest. It’s not only these political figures who are concerned on Robredo’s behavior but also the general public. Protests calling her to resign are evident via social media and street protests.

The Du30 Administration Improves Marcos-Aquino’s Amnesty to Rebels through Community Livelihood

MILF combatants received farm tools and farm animals from the Office of the Presidential Peace Adviser on the Peace Process or Opapp in Camp Darapanan, MILF base. Jacob Palao, 56, is not a typical guerrilla. He fights with the Moro Islamic Liberation Front or MILF and farms for the rest of the week. Their lives changed when he and other 126 MILF combatants received not just farming aids from the government but also livelihood assistance. This is an improved method ever since the amnesty given to the rebels during the Marcos era.

Life in Combat

Palao spent many years of his life in combat until the Aquino government and MILF struck a peace deal in 2014. It gave him hope to end the war while still alive. The farming assistance would help MILF combatants to nurture productive lives away from danger, said Palao. “I can now live peacefully with my family,” he added. “It’s unlike in the past when I could not tell whether I would come home alive or not,” he explains in tears.

Marcos’ Amnesty for the Rebels

The Marcos government at one time gave amnesty to 84 members of the communist New People’s Army. They surrendered in a formal ceremony in Negros Occidental province, 300 miles south of Manila. Then Brig. Gen. Alfredo Olano, the area military commander at that time said; the rebels ranging from 14 to 70 years operated in three mountain villages on sugar fields in Negros. Those who surrendered are required to take an oath of allegiance at a ceremony witnessed by military and local government officials. After that, they are free to mix with the locals and can avail of the land reform and livelihood programs.

Aquino’s Livelihood Provision

During the Aquino administration, each of the 14 rebel returnees got a P50,000 check intended for livelihood. This is for them to formally start with their own project proposals in the form of Business and Individual Reintegration Plan they submitted to the Provincial Social Welfare and development Office or PSWDO. There are no more reports after that on how they progress.


Livelihood Opportunities that can Change Lives

Agriculture Undersecretary Ranibai Dilangalen said the new initiative is part of the President’s commitment to the peace process with Moro rebels. They had agreed to an expanded autonomous region. Santiago explained that the program is different from previous livelihood programs offered to rebels before. “We are looking at changes and these are not just giving and receiving. This is about making a social change – not only with the decommissioned combatants but also their communities,” Santiago clarified.
