Clean Election Advocate, Atty. Glenn Chong is again moving his case against Smartmatic after the Biliran disaster caused by typhoon Urduja. If Bongbong Marcos’ election protest is not enough to remove the poll technology provider from the 2019 elections, he might be hoping that its link to the devastation can finally get rid of it.

Chong’s Election Story
Chong is certain that the Comelec and Smartmatic made Gerardo Espina Jr. win the 2010 congressional elections in Biliran. That returns the Espinas to the control of Biliran island. Espina Jr. is the incumbent governor of the province. Rogelio J. Espina is the current representative of the lone district of Biliran. The incumbent mayor of the provincial capital of Naval is Gerard Roger Espina.
Development During Chong’s Time
It was Chong who ends the reign of the Espinas as representatives of Biliran. Chong won over Espina Jr. in the 2007 polls. In 2010, Chong claims that he was cheated through obvious Smartmatic maneuver. , the election technology provider of Comelec. During his term as congressman, Chong stopped the sulfur mining in the island by blocking their mining applications with the Department of Natural and Environmental Resources (DENR).This was with the help and cooperation of civil society and the religious sector. He lobbied for the restoration of the mountains to their original condition. The mining operations resumed in 2010 when Chong was already out of the political scene.
Chong blames the mining industry in Biliran approved by the Espinas. If mining is stopped in 2010, then there could be no landslides today and no deaths to mourn. However, he said that Smartmatic, in conspiracy with the COMELEC made it possible for the Espinas to win. Consequently, they allowed the environmentally-destructive mining operations.
