UN Ambassador Becomes DFA Secretary as Cayetano Vies for the Congress

President Rodrigo Du30 said they began to look for the outgoing Department of Foreign Affairs Secretary, Alan Peter Cayetano’s replacement. This is right after the latter revealed his plan to vie for a seat in the Congress again. The President said that United Nations Ambassador, Teodoro “Teddyboy” Locsin Jr. might take Cayetano’s place.  Locsin replied by saying that he accepted Du30’s offer.

Trust is a Big Factor

Locsin, a lawyer, politician and former journalist, had served as the representative of the 1st district of Makati from 2001 to 2010. He talks highly of the president. He said that he can trust Du30’s decision since his uncle Chito Ayala also trusted him. Locsin believes in the Philippine leader’s wisdom when he was first appointed as the Philippine Representative to the United Nations.

Cayetano’s Last Trip before Trying His Luck at the Congress

Meanwhile, Cayetano’s Bali trip with the President for the ASEAN Leaders’ Gathering would be his last overseas travel as DFA secretary. After filing his certificate of candidacy next week, Cayetano said he would not work as foreign affairs chief anymore. No more foreign trips with the President as well. This includes the ASEAN Leaders Summit in Singapore and the Asia-Pacific Economic Cooperation (APEC) meeting in Papua New Guinea next month.


Panelo is Set to Wear a New Hat

Also set to wear a new hat is presidential chief legal counsel Salvador Panelo. He is preparing to be the chief of the soon-to-be-organized Office of the Press Secretary (OPS). It will replace the Presidential Communications Operations Office (PCOO) of Martin Andanar. Panelo is the President’s choice head of the OPS after presidential spokesman Harry Roque bares his plan to run for senator.

Positioned as Spokesman

Current officials of the PCOO are going tender their courtesy resignation to give Panelo a fresh start.  Panelo is no stranger to the task of speaking for the President. It was he who had been facing the media before Roque’s appointment. His hosting the “tete-a-tete” with the President also draws speculations that he could soon become the Presidential spokesman.



Siblings Exchanging Positions

Cayetano’s sister, Pia Cayetano, currently occupies the Taguig City-Pateros, 2nd District Congress seat. It was his position in the Congress before. She is about to file her certificate of candidacy for senator in the mid-term elections. Taking turns is quite common among siblings in politics just like Gov. Imee Marcos who is running for senator in lieu of her brother, former senator Bongbong Marcos. Others may have to run against each other. Take the case of Makati’s Abby and Junjun Binay for mayor and Jinggoy Estrada and  JV Ejercito for a senatorial seat.


Dominance in Taguig Might Win a Congress Seat

Just like the Binays in Makati, Maria Laarni Lopez Cayetano also known by her nickname Lani Cayetano is the former congresswoman and the incumbent mayor of Taguig City. She is the wife of the outgoing DFA Secretary who is proud of his achievements. However, working alongside a popular president gives the latter some pros and cons among avid voters. Especially when he was a rival to the President’s choice for his successor. Running for the Congress in his territory is the best that he could do to win a seat.

Discipline is a necessary trait for progress and the Filipinos sorely need it so. foreign Affairs Secretary Alan Peter Cayetano says that Duterte’s actions against drugs ultimately protects the rights of the Filipinos. He believes that we are on the right track and that we are saving the country from becoming a narco-state. This is what he says before the General Assembly of the United Nations. By law, no one can be prosecuted by bluffing that he or she killed someone. The due process of law requires an investigation to gather evidence. Therefore, the critics can investigate Duterte all they want and see if there’s probable cause. Logically speaking, the Filipino leader will not say such a thing if he is guilty of it. Surely, his only sin is EJK. He could have solved the problem quickly if he allows eliminating criminals at once.

Discipline is Vital to the Rights of Filipinos

To quote Cayetano, “We may sometimes differ in how we express ourselves, yet this should not be interpreted as turning our backs on the universal declaration on human rights. On the contrary, we are instituting all of these reforms to be able to protect the rights of every single Filipino.” This was Cayetano’s defense for Duterte’s drug war. He says that the administration will prioritize to protect the rights of law-abiding citizens first.

PI Adheres to the UN Stance

The Philippines adheres to the stance of the UN with regards to the protection of rights, according to Cayetano. However, if given a choice between the rights of law-abiding citizens and that of drug lords and criminals, the former’s rights are what we choose to protect.


Admittance or a Challenge to Detractors?

The Malacañang have downplayed Duterte’s supposed admission of his sin for extrajudicial killings. He was just being “playful” as they say. Now Cayetano’s remarks came days after this supposed admission. Furthermore, the Philippine delegation employed the same reasoning to the UN assembly at Geneva.



The Media’s Alternative Facts

Cayetano criticized the media and marked their arguments as “alternative facts”. He claims that they have been sourced from the critics of Duterte. Furthermore, he questions them for using a different definition of extrajudicial killings in the oast administration.


Misled International Communities

With the Universal Periodic review of the UN Human Rights Council in 2017, they summarize the 27 recommendations of UN member-states. They urge the Philippines to immediately stop the killings from the context of this drug war. Instead, conduct thorough investigations. Furthermore, Myanmar and Thailand call the Philippines to provide protection from the threat of drugs while upholding human rights as well as to provide appropriate health measures. Most of these countries can only judge Duterte according to what they read. Take the case of the millions of Rohingya refugees from Myanmar to Bangladesh. That should be a priority as far as human rights are concerned.

Misleading headlines by Anti-Du30 administration publications created a major stir in Japan when they were picked up by a foreign media. This deserved attention after Bongbong Marcos discloses his theory that there are groups who are trying hard to destabilize the government. Can they be a part of it? Here are some facts.

Reuters Highlights Du30’s Alleged Inaction

Reuters is an international news agency with headquarters in London, United Kingdom. It stresses that President Rodrigo Du30’s spokesman said that the presidential palace has no action regarding the Comfort Women statue. Tokyo objects on it. Senator Alan Peter Cayetano announces a day after this statement that a panel looks into Japan’s request for it.




Misleading News Titles

Misleading Headlines defeat its own contents. Most Japanese people are not happy with what they read after the Philippine visit of Japan’s Internal Affairs and Communication Minister, Seiko Noda last January 9 – when the President only explains to Noda that in the country’s democratic Constitution, he cannot stop the freedom of expression of these war victims or their families. However, this is not a national policy.




Clarification on the Issue

Du30 nor the DFA Department did not give the permit to build the statue in the first place. The last thing he wants is to cause conflict with the country’s relationship with Japan. The Filipino leader just emphasizes that he alone cannot impose anything on the group following the rule of law. Since it affects foreign relations, the DFA Secretary’s intervention is necessary. There may be some truth to Marcos’ speculation on destabilization if these media intended to portray the Filipino leader as someone who doesn’t value Japan’s friendship to bring in further chaos to his administration. Otherwise, just a mere case of bad taste or unpatriotic sentiments.

Cayetano versus Marcos social media battles emerged right after President Du30’s VP speech. He said that if one of them is his successor, then he can already resign. Nonetheless, DFA Secretary Alan Peter Cayetano is actually not in the position to compete with Bongbong Marcos when it comes to the Vice Presidency. According to the 1987 Constitution, the order of the line of succession is the Senate first. Then the Speaker of the House of Representatives is second. That is once Vice President Leni Robredo is impeached which is not the case at all. Only the Marcos-Robredo electoral protest holds much weight right now. So, the VP race is just between the two.

Presidential Admiration

The President openly admires the leadership style of the late President Ferdinand Marcos. He considers the Marcos clan as important political allies who are helping him in rebuilding the nation. He is counting on the younger Marcos to take over the Presidency at the soonest possible time which adheres to the Philippine constitution. This is if Bongbong Marcos is successful in his protest to assume the Vice Presidency come 2018.




No Cayetano in the VP Line-Up

In an impeachment rap for the Vice President, the Senate President takes over which is Senator Koko Pimentel. In case of his inability, the Speaker of the House is next in line which is Speaker Pantaleon Alvarez. He will act as Vice-President until the elected or the chosen one qualifies. If Bongbong Marcos wins in the electoral protest against Leni Robredo, he can immediately be installed in the VP post. Therefore, Pimentel or Alvarez’ take-over can be temporary. Although, it is not necessary for the time being since no case such case survived to remove Robredo.

Speculations have No Legal Basis

The speculations that Cayetano as the president’s running mate aspires to replace Robredo has no legal basis. He is not in the line of VP succession. He seems happy as DFA Secretary. His previous debates with Marcos were for political survival. The yellow traces in him are normal. Considering that many Senators and Congressmen shifted to the president’s PDP Laban from the Liberal Party.









Marcos as VP in 2018 is Still on Track

Marcos reiterates that once the recount is already on schedule by the Supreme Court, it takes only 2 to 3 months to know if he has merits to the case.  He is always for unity and to deal with misunderstandings among the supporters of the DFA Secretary is the last thing on his list. Loyalists must be prepared also to support the favored Du30-Marcos tandem by understanding the feelings of the followers of the rest of the unsuccessful 2016 Vice Presidentiables. That way, we can all stand united for nation-building.

Destabilization Scare Won’t Cease Until Bongbong Marcos Wins Election Protest Against Robredo

Vice President Leni Robredo as always denies destabilization allegation and calls it “baseless.” The alleged conspiracy by the “yellows” to destabilize the administration of President Du30 as Mayor Sara Du30 refers to as real as terrorism leads the President into issuing an ultimatum to initiate a “revolutionary government.” It’s the same as what the late Corazon Aquino did. This has irked the LP leader and accuses Du30 again of instilling fear among the people. There are two scenarios why this is so. One, her fellow government critic, Senator Antonio Trillanes IV goes out of his way to have a meeting with an anti-drug war counterpart in the US. The recount on the election protest that might make Bongbong Marcos the new VP soon is about to happen, secondly.

Expected Reaction

Robredo, who also chairs the former ruling party, the Liberal Party assures President Du30 by saying this; “when we criticize, it does not mean we want the government not to succeed.” Her remarks came after Du30 threatens to form a “revolutionary government” as he addresses the LP on TV telling them this; if ever “your destabilization is worsening and it is becoming chaotic.”




Revolutionary Government

Du30 said that this “revolutionary government” would be similar to what President Corazon Aquino created shortly after the People Power Revolution in February 1986. He said that the “yellows and reds,” referring to the pro-Aquino and left-wing groups, should just unite since they shared “the same ideological whatever” of wanting to “kick me out” of office.




Not Rumors but Intelligence Reports

Presidential daughter, Davao City Mayor Sara Du30, claims that “the threat of destabilization is as real as terrorism” if alleged intelligence reports were to go by. She also denies that her father was just being paranoid. On the other hand, anti-admin Magdalo party-list Rep. Gary Alejano maintains that “the destabilization narrative is only a fruit of their imagination.”









Words from the DFA Secretary on Trillanes

DFA Secretary, Alan Peter Cayetano said; “I worked with Senator Trillanes in the past and you know my respect to the Senate as an institution. All I can say is, although it’s a free world, it doesn’t help the country where there’s misinformation, disinformation, especially false information” “Even when I was a staunch critic of some presidents, I’ve never gone abroad to ask for help to topple them,” he said. He added that he requested a meeting with Rubio, but the Senator is still not available. Cayetano was also a VP contender and running mate of the President. However, he and his campaigners are already open to Bongbong Marcos’ possible victory against Robredo. They are convinced that Marcos as VP would stop destabilization efforts.
