Ferdie Pasion: There’s No Marcos Ill-gotten Wealth but there are Many Dilawan Thieves

Political analyst Ferdie Pasion, chairman of Nat-Fil ( Nationalist Filipinos Against Foreign Intervention) said that Former First Lady and now Congresswoman, Imelda Marcos is a victim of the Dilawan’s media propaganda. Her conviction is widely announced even if it is not executory yet. He has two major questions that made his analysis logical. Were the amounts of money transferred to Swiss accounts public funds? Was Madame Marcos’ name included in the registrations of the said foundations? The 7 counts of graft cases that she found guilty of by Sandiganbayan are mere legal proceedings. Rep. Marcos is entitled to due process like everyone else. For one, she cannot steal her own wealth. In fact, it’s the Dilawans who have heavier cases of corruption, he added.

Due Process of Law

Rep. Imelda Marcos (Ilocos Norte) is allowed to avail herself of legal remedies as per the due process of law. However, the Dilawan media already made conclusions that the Marcoses have stolen wealth. In reality, “any party aggrieved by a ruling of a court can seek remedies from the court itself (i.e. motion for reconsideration) or from a higher court (appeal or certiorari).” Most news only highlights the ruling that is not yet final.


Bill of Rights

ARTICLE III, Section 1 states that: No person shall be deprived of life, liberty, or property without due process of law, nor shall any person be denied the equal protection of the laws. This is applicable to all citizens of the country including Rep. Marcos. The Dilawans have no reason to celebrate. The amounts transferred are too large for the country’s coffer. How can it be stolen when the Philippines never had it?


Corruption Cases of the Dilawans

Pasion said that there are many more graft and corruption cases committed by the Dilawans that just went quiet. Take the case of Former president Benigno Aquino III. He may not leave the country amid a string of criminal charges he is facing over the controversial Dengvaxia vaccine. Justice Secretary Menardo Guevarra revealed that the lookout bulletin order (LBO) issued against Aquino, former health secretary Janette Garin and former budget secretary Florencio Abad Jr. stays as the DOJ has yet to resolve the charges of multiple homicide and physical injuries through negligence under the Revised Penal Code, malversation of public funds and violations of Republic Act 3019 (Anti-Graft and Corrupt Practices Act) and RA 9184 (Government Procurement Reform Act) filed against them by Volunteers Against Crime and Corruption and Vanguard of the Philippine Constitution Inc. last February. This is only one of the many offenses committed against the public.



Not Yet Executory

The anti-graft court previously ordered the arrest of Ilocos Norte Representative Marcos. However, she got her temporary freedom at Php 150,000 bail while she faces the charges against her.  She can still run for governor in the mid-term elections until the Sandiganbayan’s decision becomes final and executory but this is unlikely because the former first lady’s documentary evidence on the transactions is intact.

Imelda Marcos’ Wealth

The Sandiganbayan once convicted the former First Lady of a graft case in 1993, but the Supreme Court overturned the anti-graft court’s decision in 2003. It saved her from a 12-year prison sentence. This shows that it is impossible to legally convict a person as a thief when she can prove that the wealth in possession is their own. Therefore, the highly publicized conviction is nothing but a media propaganda by the Dilawans.

President Rodrigo Du30 as what Bongbong Marcos said is very determined to give the people not just a clean election but a corruption-free government. However, the current form of government allows some public officials to nurture their own interests. Take the case of the deuterium gas exploration. Since 2013, Marcos said that hydrogen as a fuel is processed from deuterium, or heavy hydrogen, which is abundant in the Philippines. His Senate Bill No. 408, or the proposed hydrogen research, promotion and development act, creates a hydrogen research and development center that “spearheads the development of hydrogen, which is the fuel of the future.” Well, the future is already here but for some reasons, delayed by people in authority.

The Reality of a Vision

Marcos said previously that the volatility of oil price in the world market slows down the country’s efforts for a rapid economic growth. This is because the Philippines is highly dependent on oil imports. Under Marcos’ proposal, the hydrogen research and development center is under the Department of Science and Technology. The center spearheads the research, development, and use of hydrogen in the country. At the same time, it serves as the core network of foreign investment on the development and use of hydrogen.




The DOE Insight

The DOE insinuates that there are issues that slacken the exploration activity due to the economic and political crisis. However, DOE officials are positive with the current developments in the political scene like the change in administration. That enables the country to regain the confidence of investors and, thus, the economy is expected to soon recover.  Like Marcos, Du30 is very keen on oil and gas exploration. However, current corruption scandals affecting many public servants in the past administration made many officials very careful in money matters.




Joint Circular

The Department of Public Works and Highways (DPWH) and Department of Energy (DOE) have a joint circular to provide uniform guidelines. This is for the payment and relocation of Electric Cooperative (EC) facilities affected by government projects. Although this is unrelated, it can follow the same structure that can explain the DPWH’s great involvement in oil and gas exploration compliance, which is key to realize the deuterium extraction project. Paper trails show that some vast amounts of funds are withheld at the DPWH that hampers the progress of the said project.




Deuterium Update

The Department of Energy starts to process the Exploration Service Contract 64 and the Cotabato basins in 2015. A list of requirements for the explorers’ strict compliance follows. However, there is some kind of hiccups in the DPWH department. They recently resort to seeking the President’s help in December 2017. Chief Presidential Legal Counsel, Salvador S. Panelo, immediately endorses the matter to Special Assistant to the President, Sec. Christopher Lawrence T. Go. Any words from the Department of Public Works Secretary Mark Villar?

Former Senator Bongbong Marcos is the recent guest of Cebu’s prestigious 888 News Forum anchored by Elias Baquero. This is where analytical media representatives exchange views and opinions about the country’s important issues with experts in their field. It is undeniable that Marcos has big chances of becoming the top Philippine leader like his father. A question on how he can address corruption under Federalism when he becomes President confronts him which he logically addressed.

Corruption under the Federalism Agenda

Marcos answers the question: Is corruption under your Federalism agenda when you become President? He replied: It is not necessarily in the Federalism agenda. He thinks that everybody can fight against corruption – not just the President. There must be political will on the issue. It happens in any organization. Equal and vigorous imposition of the law is a must, he said.




Previous Administration is a Bad Example

Marcos claims that there are incidents in the past administration that corruption is dealt with unfairly despite the strong evidence presented. They tend to favor those who are in their alliance and condemn those who are in the opposition.




Constant Approach

Since corruption is a natural tendency in the society, no one can get rid of it at once. There must be a vigorous and equal application of the law. No group should get a favor and condemn another. It is not an acceptable idea to stop dealing with it. It can go on if not constantly vigilant.




Fairness in the Marcos Presidency

Certain issues are taken up in the 888 News Forum. Most of Marcos’ plans as shown in his answers to the questions raised show fairness in his judgment. Political dynasty, election integrity, infrastructure, federalism, and corruption are some of the major issues. This is the kind of forum that intellectual Filipinos must pay attention to unlike the highly political in nature press conferences elsewhere. Corruption in the Ring: Pacquiao-Horn Fight Gives a Bad Name to Boxing

Teddy Atlas who has been on the field for 45 years concludes that boxing is a corrupt sport. He said that Jeff Horn displays great qualities as a budding boxer during the fight with Manny Pacquiao except his victory. Pacquiao is clearly robbed of the win. The new Welterweight title holder gets a lot of criticisms.

Great Robbery Fight

Incompetent Referee

Pacquiao understands the style of Horn but speaks strongly against the referee. Elbow contacts, head bang, and embraces could have been interfered by the referee but nothing was done. Figures don’t lie. 182 of Paquiao’s punches connected compared to 92 of Horn’s.




Trophy for Trying Hard

Atlas said to Horn to his face that he lost the fight to Pacquiao in Brisbane. He added that one gets the trophy for winning and not for trying. Horn respected his opinion but claims that he felt that on the 9th round, he was really winning.









Unexpected

Manny Pacquiao did not expect that Horn can survive all throughout. He intends to knock him out on the 9th round but he survived. Pacquiao admits that Horn is a tough guy but what’s really unexpected was his victory. As most experts say, it’s definitely a bad decision. People’s confirmation of Pacquiao’s evaluation that he is the right winner of the fight is good enough for him. He just wishes that boxing will not get a bad name out of this robbery fight.

It is a political trend in the Philippines that if a member of a political family is vying for an important post, the rest of the family members are also attacked. The filing of corruption cases is typical that is just dismissed in the end. Imee Marcos’ recent subpoena is one example as Bongbong Marcos’ electoral protest against Leni Robredo is heating up.

Imee Marco’s Subpoena

The House Committee on Good Government ordered to subpoena Ilocos Gov. Imee Marcos. This is allegedly after she failed to show up in three committee hearings. The ₱66-million purchase of government vehicles using money intended to help out tobacco farmers was questioned by House Majority Leader Rudy Fariñas.




Unrealistic Accusations

Fariñas claim that Marcos allegedly committed plunder, technical malversation, and violation of the procurement act just went overboard. He said that she spent more the amount from tobacco excise tax to buy 40mini-cabs, 5 secondhand buses, and 70 Foton mini-trucks.




Committee Jurisdiction

Marcos questions the committee during its second hearing that the panel does not have the authority to hold such an investigation. Why attend the unconstitutional hearings? Its purpose obviously is to discredit the Marcoses to hopefully break their alliance with the president.









Filipinos’ Love of Gossip

Bitter politicians learned that it is possible to turn the public’s favor into them. They just have to spread out rumors of their unfounded accusations against their enemies. People’s minds are poisoned by mainstream media to rob them of the opportunity to vote for the best leaders of the country. Will you allow that for 2019 and 2022 elections?
