According to the Department of Public Works and Highways’ (DPWH) Secretary, Mark Villar,  the road widening is a top priority project of the Boracay inter-agency task force  The agency limits the authority of a district engineering office to implement big-ticket construction projects to those not exceeding P100 million. Over that, it needs the approval of the DPWH. This is why the laborers from North Cotabato are still waiting for their wages after 3 long years. Two lawyers at the department allegedly ask for 70% kickback to release their P36.6 billion claims. Both are relatives of Sec. Villar. One from mother’s side and the other is from the father’s side. See how this case affects the bets for Senator.

Pending Wages of North Cotabato Laborers

Esmaulana Global Ventures Company Limited requests for the urgent payment of the P36,645,704.91 unpaid balance from the outstanding billing of the road right of way. This is to augment the salary wages of all laborers in the barangays of Kabacan, North Cotabato, Province Region XII.




Bong Go’s Efforts to Enlighten the DPWH

SAP Bong Go, in fact, issues an explanation to the DPWH that the said claim is not affected by the new resolution that requires the claimants’ new documentation because the transaction starts since 3 years ago.  However, the alleged aunts of the Secretary use their influence with a certain Atty. Lardizabal and an Atty. Flores to insist their 70% kickback.

This group of laborers in Mindanao is grief-stricken that the inspiration was given to them by Gov. Imee Marcos to pursue their quest for the deuterium exploration can evaporate into the hot air. The governor is an advocate for renewable energy and she gets a likely ally in the person of a Senatorial electionist, Cynthia Villar.

Go, Marcos and Villar are all running for Senator. Despite the fact that they are supporters of the President who approves the claim. There seem to be some vested interests in the transaction that made the people in this part of Mindanao suffer.

PACC member and spokesman Greco Belgica is a notable supporter of the President and an anti-Robredo stalwart. He previously hinted on the agency’s recommendation to fire at least four government officials. Although the Malacanang spokesperson, Atty. Harry Roque denied it, Du30 just fired the Customs Deputy Commissioner, Noel Patrick Prudente. His alleged excessive personal travels are under investigation. Now, the Presidential Anti-Corruption Commission announces the 25% incentive for whistleblowers. Will it listen to the people in Mindanao to fast-track the release of the government’s credit? This is for the right of way payment allegedly by DPWH under Secretary Mark Villar that can be subject to SOP procedure that the President tags as corruption.

Approved by the President

A big reward awaits everyone who would become whistleblowers. Those who would give information to the PACC that will lead to a successful recovery of ill-gotten wealth can avail of the offer. Belgica added that this provision has already been approved by the PACC en banc and by President Rodrigo Du30 himself. The President on the other hand, also verbally approved the road right of way claims of Maguindanaoans but the DPWH seems to follow the previously corrupted system.




Government Claim for Fuel Extraction Funds

The claim was undertaken since 3 years ago and that the EO 153 issued by Secretary Villar in early 2017 does not cover said claims. almost all of Villar’s 9 lawyers either resigned or were transferred. The recipients are banking on the said payment to pursue the requirement of the DOE for the extraction of deuterium and other oil and gas components in the Liguasan Marsh located at the Cotabato Basin.




SOP

Secretary Villar assigned his assistant to coordinate with the claimants’ team for coordination. He does not handle transactions directly. It is uncertain that the required 10% fee of the 13.7 B claim is a legal SOP requirement or a mere under the table transaction. The lady approached the group about 2 months ago for the said deal. The right of way claimants have the SPA of the owners at Mindanao but the 10% fee is a substantial reduction for the oil and gas exploration set-up requirement of the DOE to issue its permit.









Not Looking Good for Villar

Could PACC run after big political and business names like Villar? This does not look good for Senator Cynthia Villar who seeks for re-election this 2019. Thousands of people in Mindanao are under the impression that what is due to them has been withheld long enough by her son. It is a sad thing that the Coco Levy fund lawmaker can be put in a bad light.

Enrile: Blame the Resistance, Oligarchs on Du30’s Partnership with China

Like the late President Ferdinand Marcos, Du30 always seek closer ties with China. He just met with Chinese President Xi Jinping for a forum discussing business and other cooperation matters where he announces the country’s partnership with the Chinese people. This is despite the resistance of the opposition and the oligarchs due to the South China Sea dispute. However, the Filipino leader found an ally in the former Senator Juan Ponce Enrile. He agrees with the President’s strategy of befriending China. If Marcos’ detractors did not resist his Bataan Nuclear Power plant project previously, Philippines can give a finger to the latter, he said. Therefore, blame the resistance that stops the progress of the country. Not the President, he added. One more thing, befriending North Korea’s ally makes Filipinos safe from any nuclear war threat.

Filipino-Chinese Joint Venture

In March 2017, Philippine and Chinese officials sign the Six-Year Development Program (SYDP) for trade and economic cooperation. This is along with other agreements for two major infrastructure projects in the Visayas and Mindanao, under the “Build, Build, Build” program. They are also looking into possible preliminary studies for the Davao Expressway, and bridges connecting Panay, Guimaras, and Negros islands. China now reviews loan applications for infrastructure priority projects. This is for the $53.6-million Chico River Pump Irrigation Project in Cagayan and Kalinga provinces, the $374-million New Centennial Water Source-Kaliwa Dam Project in Quezon province, and the $3.01-billion south line of the North-South Railway.




Waiting for the Right Time

The South China Sea is one of the most disputed regions in the world. China, Vietnam, Taiwan, Malaysia, Brunei and the Philippines have overlapping claims there. China has built artificial islands on the Paracel and Spratly island groups as part of its nine-dash line ownership claim in the area. Du30 said he might bring up the issue of the West Philippine Sea with Xi. But it should not intrude now in the business of exploration and development.




Anti-Oligarchy Leadership

The anti-oligarchy Filipino leader who has a genuine pride of a sovereign country does not tolerate colonial mentality. That is what he has in common with the late President Marcos. Dictatorship can never happen in the Philippines. All major decisions must go through the Senate and the Congress. This is why the very able soon to be lady Senator Imee Marcos vows to work behind the good President Du30.




Continuation of the Golden Age

Under the leadership of President Rodrigo Roa Du30, the projects of former President Marcos are continued. They were halted during the 1986 power grab by the Aquinos. Special Presidential Assistant Bong Go is a good bet for the Senatorial race to ensure that the Build Build Build initiative of the President can progress as planned. Senator Nancy Binay is also key to the nuclear power plant revival. It can serve areas that are not provided with enough electricity from the Meralco monopoly. Natural energy developments like solar, windmill and others can mushroom very soon. Most of all, the deuterium exploration and extraction can finally see the light. The Philippines is definitely the home of clean Hydrogen fuel of the future should the DOE jives with the President’s wishes and not be corrupted by the oligarchs.

She renews her advocacy on this matter during the Association of Southeast Asian Nations (ASEAN) Forum held previously in Laoag City. This gives hope to the country’s local deuterium explorers to produce clean hydrogen fuel as a substitute for gasoline. They are certain that with her influence, they can finally get the pending oil and gas exploration permit from the DOE’s Evaluation Section. However, the “Resistance” is also building up to counteract her ideologies.

Senator Francis Pangilinan said a genuine opposition is needed to make sure that the country’s “democracy remains vibrant.”

Deuterium is abundant in the Philippines. 100% Filipino explorers bank on the President’s good governance to finally drive this project forward. He already endorses the 60 -40% deal in favor of the government to the DOE. No foreign consultants partake in this private-public joint-venture. The aim is to produce clean hydrogen fuel for local consumption first. This can uplift the nation’s economy. They intend to refine locally using a portable mini refinery machine from Korea on site. A Refinery and distilling plant can arise locally in the future on a partnership basis with global players particularly ASEAN.




Hiccups at the DOE Evaluation Section

In a democratic country, contrary to the LP propaganda, lawmakers from the Senate and Congress have great influence in the country’s decision-making process. If both chambers are not in unison with the wishes of the President, the delay for beneficial projects like this one can happen. Foreign investors through the oligarchs want to bring crude oil out. Then refine in their country. Just to sell them back to the Philippines at surging commercial prices. The Filipino consortium turns their offer down. Thus, made them suspect why their permit is withheld. The DOE meanwhile, asks the group to show proof of financial capability. So, this is all about money.




The Resistance’s Unacceptable Liberalism

Back to Ilocos Norte Governor Imee Marcos, she believes that the latest expose on alleged irregularities during the 2016 elections could strengthen the election protest of her brother, Bongbong Marcos, against the Vice President. It is also on file that Senator Tito Sotto previously expresses his disgust to decriminalize illegal drug use in the country. Vice President Leni Robredo floats the idea. She insinuates this Liberalism stand of her backers from the “Resistance” slate against President Rodrigo Du30 whom the Marcoses support. Can they still fool people with the dictatorship myth to jeopardize democracy and economic progress of the country?

Senator Juan Miguel Zubiri, the chairman of the sub-committee on the BBL, reiterates the Senate’s commitment to passing the Proposed Bangsamoro Basic Law bill. Zubiri earlier said that President Rodrigo Du30 expresses the commitment to certify the bill as urgent. This shows clearly that the President is not a dictator as supported by former Senator Bongbong Marcos. However, the power struggle in both the Senate and the Congress causes the delay of the country’s progress. Currently, the Department of Energy cites the pending Bangsamoro issue as the cause for the issuance delay of the oil and gas exploration permit that allows EMGVCI to develop deuterium deposits as hydrogen fuel for the country’s consumption.

A Priority for the Senate

The Senate will prioritize the proposed Bangsamoro Basic Law (BBL) and not the impeachment trial against Chief Justice Maria Lourdes Sereno when the Senate resumes its sessions in May, Senate Majority Leader Vicente “Tito” Sotto III said recently.  However, prior to the April 2  recount of Bongbong Marcos’ electoral protest, Sotto exposes evidence of digital election fraud during the 2016 election.

It is noted that former Senator Pimentel is an anti-Marcos. Koko Pimentel is also an indirect rival of Bongbong Marcos in the Vice Presidency because, in the constitution, the Senate President is next in line to the VP Post.

She also stresses this; With the Bangsamoro Basic Law, a bill I proudly co-sponsor, we renew our commitment to democracy. The persistent strife and poverty in the region took its damaging toll on our democratization project. So, this lady senator from the opposition is into the passing the law in line with the Presidents wishes. Isn’t she the one who accuses Du30 with term extensions through federalism, and entering into a compromise agreement with the Marcoses?




EMGVCI’s Stand

Banking on the Bangsamoro Basic Law does not make sense because of the A. O. R. is not within the area of ARMM. The property in question for the oil and gas exploration has a T. C. T. privately owned by Maulana. It also has M. O. A from the previous owner, Petronas Oil, OFyzia.  He bought the rights for 10 million USD and has a PNOC-approved permit from all the Barangays, Mayors, and provincial officers. It’s a  Maguindanao A. O. R. NOT a Tausog. However, we don’t want to deal with the oligarch’s big companies and consortium. Our group is a 100 percent Filipino including the engineers from Aramco Petronas Texas oil. We have all-Filipino technicians who are best in the world. They work for Maulanan Oil,  Mindanao, Philippines; said the chairman of the Filipino Consortium.

Bongbong Marcos already said in 2013 that hydrogen is a highly flammable substance with zero carbon emission is already being used in Canada, the United States, Germany, and Sweden as fuel for cars, trucks, jet planes and other vehicles. Hydrogen as a fuel nowadays is processed from petroleum, natural gas, coal, or biomass. However, deuterium or heavy hydrogen is abundant in the Philippines. Now, Shell starts to promote its imported Hydrogen fuel. This is much more expensive than the local one because it is imported and the hydrogen is separated through electrolysis which is a costly process. Since the country’s deuterium is more than twice heavier than normal water, it sinks. In the process, oxygen separates from hydrogen when the pressure becomes about 10,000 psi or more. So, what’s the DOE waiting for?

Ever since people first discovered the energy contained in the fuel, we have been thinking about how to use it efficiently. Progress does not only have a positive impact. Our thirst for energy and environmental footprint is increasing at the same time as resources are dwindling. This is now very alarming in ASEAN countries if not the world after Brunei hints that their oil wells are running dry.




Expensive Electrolysis Process Overseas

Once separated, hydrogen can be used along with oxygen from the air in a fuel cell to create electricity through an electrochemical process. Production. Hydrogen can be produced from diverse, domestic resources including fossil fuels, biomass, and water electrolysis with electricity. Electrolysis is the process of using electricity to split water into hydrogen and oxygen and is a promising option for hydrogen production from renewable resources. This can be very costly on top of the import duties and shipment costs.




Untapped Extreme Deuterium Advantage

Hydrogen exists only about one centimeter in every 3,000 meters deep water mass at the ocean floor. Deuterium is basically more than twice the weight of ordinary water. It normally sinks. So, oxygen separates automatically from hydrogen when the pressure reaches 10,000 psi. This vital natural gas is good as forgotten. The previous administration despite Bongbong Marcos’ plea.




Conflict of Interest

The oil and gas industry is a very high profile sector in the world economy. As early as now, we can already feel that there is some resistance to manufacture our own hydrogen fuel from countries who are pursuing their own products.  Sad to say that these business players may have some connections in the government that causes delay to Service Contract 64 since 2015 that covers the southern section of the Sulu Sea – East Palawan basins. So, what’s it going to be Department of Energy? Provide affordable and clean fuel to the people or protect the oligarchs?

Chinese-Filipino Consortium are Drivers of Deuterium Extraction – NOT China

Former Senator Bongbong Marcos recognizes the contribution of the Chinese-Filipino community in small and large scale businesses. He considers them as the drivers of the Philippine economy. Sure enough. On his speech, Bongbong Marcos discusses the importance of the Chinese- Filipinos not only in our economy but also in our history, our culture and all the parts of our everyday life. He recognizes his father’s wisdom when he declared amnesty 40 years ago as we can see now that the Chinese community has been an integral part of the Philippines today.




Amnesty for Illegal Nationals

Currently, Republic Act 7919 seeks to grant legal status to foreign nationals and their dependents illegally staying. They are the ones who have entered the country prior to June 30, 1992. They are given a resident certification of their registration as an alien living in the Philippines. Foreign nationals with permanent resident statuses are allowed to stay indefinitely in the country and enjoy the privileges of any Filipino citizen. That includes securing employment. Permanent residents, however, are not allowed to vote and own land. The late President introduced a number of significant bills when he was a Senator. Many of these bills found their way into the Republic statute books. His amnesty for illegal national paves the way for many Chinese residents to become full-pledged Filipinos.




Exploration Permit Approval

In the Filipino-Chinese consortium’s letter to President Rodrigo Du30, they seek the leader’s approval and endorsement. This is to pursue the oil and gas exploration and development of Cotabato and Sulu Basins. This is for the build, operate, and transfer which commences initially for operational, financing and purchasing of drilling equipment, operational budget, construction of refinery pipelines, and infrastructure for the two service contracts both offshore and onshore.




Deuterium Extraction Details

The offshore acquisition package costs 10 million USD and 500 million budget cost. The onshore acquisition package costs 12 million USD and 700 million budget allocation for drilling contractors for the said oil and gas exploration. Plus directly hiring highly qualified manpower to operate and manage the corporation in order to ensure a very efficient operation to achieve higher gains and early return of investments. The group vows to cater to local consumption initially for Filipinos to benefit from its low prices. Truly, the Chinese-Filipino consortium members are the drivers of Deuterium extraction. NOT China indeed.

Anomalies Under Du30’s Nose: BBM’s Protest & DPWH’s Deuterium Delay

President Rodrigo Du30 as what Bongbong Marcos said is very determined to give the people not just a clean election but a corruption-free government. However, the current form of government allows some public officials to nurture their own interests. Take the case of the deuterium gas exploration. Since 2013, Marcos said that hydrogen as a fuel is processed from deuterium, or heavy hydrogen, which is abundant in the Philippines. His Senate Bill No. 408, or the proposed hydrogen research, promotion and development act, creates a hydrogen research and development center that “spearheads the development of hydrogen, which is the fuel of the future.” Well, the future is already here but for some reasons, delayed by people in authority.

The Reality of a Vision

Marcos said previously that the volatility of oil price in the world market slows down the country’s efforts for a rapid economic growth. This is because the Philippines is highly dependent on oil imports. Under Marcos’ proposal, the hydrogen research and development center is under the Department of Science and Technology. The center spearheads the research, development, and use of hydrogen in the country. At the same time, it serves as the core network of foreign investment on the development and use of hydrogen.




The DOE Insight

The DOE insinuates that there are issues that slacken the exploration activity due to the economic and political crisis. However, DOE officials are positive with the current developments in the political scene like the change in administration. That enables the country to regain the confidence of investors and, thus, the economy is expected to soon recover.  Like Marcos, Du30 is very keen on oil and gas exploration. However, current corruption scandals affecting many public servants in the past administration made many officials very careful in money matters.




Joint Circular

The Department of Public Works and Highways (DPWH) and Department of Energy (DOE) have a joint circular to provide uniform guidelines. This is for the payment and relocation of Electric Cooperative (EC) facilities affected by government projects. Although this is unrelated, it can follow the same structure that can explain the DPWH’s great involvement in oil and gas exploration compliance, which is key to realize the deuterium extraction project. Paper trails show that some vast amounts of funds are withheld at the DPWH that hampers the progress of the said project.




Deuterium Update

The Department of Energy starts to process the Exploration Service Contract 64 and the Cotabato basins in 2015. A list of requirements for the explorers’ strict compliance follows. However, there is some kind of hiccups in the DPWH department. They recently resort to seeking the President’s help in December 2017. Chief Presidential Legal Counsel, Salvador S. Deuterium Deposits: Enough Power to Boost the President’s Ego vs US?

A very large deposit of deuterium can be found in the Philippine Deep, located off the waters of Surigao – but a lot more within the West Philippine Sea.  First discovered and isolated in 1932 by an American chemist Harold Urey, deuterium or heavy water is composed of two isotopes of hydrogen and an oxygen atom, with a chemical formula of D20 or H30.  Initially, the Americans do not want the Philippines to deal with China for its exploration.

The Promise for the Future

Even in highly developed first world countries and the possible costs might be staggering, research on this opportunity is still worth investing in, considering the high stakes involved.  This program could propel the Philippines as the biggest hydrogen fuel (Li-Hy) producer in the world, and become the only fuel producer 40 to 50 years from now in an oil-depleted world economy.


America’s Dream

The United States of America once dreamed of sending a man to the moon.  Now it is history. What she did to pursue that dream made her the world’s most technologically advanced and economically prosperous nation. This could happen to the Philippines.


Hope for the Philippines

Once Deuterium exploration and extraction succeed, public works, private construction, economic and financial booms are expected to happen in the Philippines in the same manner as those which happened in the Middle East and financial centers of the world from 1974 to 1984, with everybody earning their respective comfortable livelihood, while pricing basic prime necessities at reasonable and affordable levels.


US’s Rivalry with China

Since the US and China are now competing with almost everything in the international scene, it is but natural for the Americans to feel bad if Philippines chooses to deal with China for the deuterium exploration. The US has been very confident that Filipinos will remain loyal to them. They have not realized that their part in former President Ferdinand Marcos’s downfall can go back to them at this time.


Duterte as Marcos Loyalist

In one of the interviews of Bongbong Marcos, the son of the late strongman, he mentioned the betrayal of the US to his father who thought that they were in friendly relations. Now, it looks like a Marcos loyalist in the person of President Duterte is here to avenge that.


Better Deuterium Deal

Is Duterte just bluffing the US to get a better deal when Deuterium exploration is predicted – or he is really serious in pushing through with China’s partnership?
