Enrile: Blame the Resistance, Oligarchs on Du30’s Partnership with China

Like the late President Ferdinand Marcos, Du30 always seek closer ties with China. He just met with Chinese President Xi Jinping for a forum discussing business and other cooperation matters where he announces the country’s partnership with the Chinese people. This is despite the resistance of the opposition and the oligarchs due to the South China Sea dispute. However, the Filipino leader found an ally in the former Senator Juan Ponce Enrile. He agrees with the President’s strategy of befriending China. If Marcos’ detractors did not resist his Bataan Nuclear Power plant project previously, Philippines can give a finger to the latter, he said. Therefore, blame the resistance that stops the progress of the country. Not the President, he added. One more thing, befriending North Korea’s ally makes Filipinos safe from any nuclear war threat.

Filipino-Chinese Joint Venture

In March 2017, Philippine and Chinese officials sign the Six-Year Development Program (SYDP) for trade and economic cooperation. This is along with other agreements for two major infrastructure projects in the Visayas and Mindanao, under the “Build, Build, Build” program. They are also looking into possible preliminary studies for the Davao Expressway, and bridges connecting Panay, Guimaras, and Negros islands. China now reviews loan applications for infrastructure priority projects. This is for the $53.6-million Chico River Pump Irrigation Project in Cagayan and Kalinga provinces, the $374-million New Centennial Water Source-Kaliwa Dam Project in Quezon province, and the $3.01-billion south line of the North-South Railway.




Waiting for the Right Time

The South China Sea is one of the most disputed regions in the world. China, Vietnam, Taiwan, Malaysia, Brunei and the Philippines have overlapping claims there. China has built artificial islands on the Paracel and Spratly island groups as part of its nine-dash line ownership claim in the area. Du30 said he might bring up the issue of the West Philippine Sea with Xi. But it should not intrude now in the business of exploration and development.




Anti-Oligarchy Leadership

The anti-oligarchy Filipino leader who has a genuine pride of a sovereign country does not tolerate colonial mentality. That is what he has in common with the late President Marcos. Dictatorship can never happen in the Philippines. All major decisions must go through the Senate and the Congress. This is why the very able soon to be lady Senator Imee Marcos vows to work behind the good President Du30.




Continuation of the Golden Age

Under the leadership of President Rodrigo Roa Du30, the projects of former President Marcos are continued. They were halted during the 1986 power grab by the Aquinos. Special Presidential Assistant Bong Go is a good bet for the Senatorial race to ensure that the Build Build Build initiative of the President can progress as planned. Senator Nancy Binay is also key to the nuclear power plant revival. It can serve areas that are not provided with enough electricity from the Meralco monopoly. Natural energy developments like solar, windmill and others can mushroom very soon. Most of all, the deuterium exploration and extraction can finally see the light. The Philippines is definitely the home of clean Hydrogen fuel of the future should the DOE jives with the President’s wishes and not be corrupted by the oligarchs.

The likely top senatorial candidate for election 2019, Ilocos Norte Governor Imee Marcos has full commitment to clean and renewable energy. She renews her advocacy on this matter during the Association of Southeast Asian Nations (ASEAN) Forum held previously in Laoag City. This gives hope to the country’s local deuterium explorers to produce clean hydrogen fuel as a substitute for gasoline. They are certain that with her influence, they can finally get the pending oil and gas exploration permit from the DOE’s Evaluation Section. However, the “Resistance” is also building up to counteract her ideologies.

The Resistance for Election 2019

The president of the opposition Liberal Party (LP) hopes to see a strong opposition in the 2019 midterm elections. He echoes the statement of his party-mate, Senator Bam Aquino who eyes a “resistance” coalition in next year’s polls. Senator Francis Pangilinan said a genuine opposition is needed to make sure that the country’s “democracy remains vibrant.”




Hydrogen Fuel from Deuterium

Deuterium is abundant in the Philippines. 100% Filipino explorers bank on the President’s good governance to finally drive this project forward. He already endorses the 60 -40% deal in favor of the government to the DOE. No foreign consultants partake in this private-public joint-venture. The aim is to produce clean hydrogen fuel for local consumption first. This can uplift the nation’s economy. They intend to refine locally using a portable mini refinery machine from Korea on site. A Refinery and distilling plant can arise locally in the future on a partnership basis with global players particularly ASEAN.




Hiccups at the DOE Evaluation Section

In a democratic country, contrary to the LP propaganda, lawmakers from the Senate and Congress have great influence in the country’s decision-making process. If both chambers are not in unison with the wishes of the President, the delay for beneficial projects like this one can happen. Foreign investors through the oligarchs want to bring crude oil out. Then refine in their country. Just to sell them back to the Philippines at surging commercial prices. The Filipino consortium turns their offer down. Thus, made them suspect why their permit is withheld. The DOE meanwhile, asks the group to show proof of financial capability. So, this is all about money.




The Resistance’s Unacceptable Liberalism

Back to Ilocos Norte Governor Imee Marcos, she believes that the latest expose on alleged irregularities during the 2016 elections could strengthen the election protest of her brother, Bongbong Marcos, against the Vice President. It is also on file that Senator Tito Sotto previously expresses his disgust to decriminalize illegal drug use in the country. Vice President Leni Robredo floats the idea. She insinuates this Liberalism stand of her backers from the “Resistance” slate against President Rodrigo Du30 whom the Marcoses support. Can they still fool people with the dictatorship myth to jeopardize democracy and economic progress of the country?

The DOE Cites the Proposed Bangsamoro Basic Law as the Reason for the Deuterium Exploration Delay

Senator Juan Miguel Zubiri, the chairman of the sub-committee on the BBL, reiterates the Senate’s commitment to passing the Proposed Bangsamoro Basic Law bill. Zubiri earlier said that President Rodrigo Du30 expresses the commitment to certify the bill as urgent. This shows clearly that the President is not a dictator as supported by former Senator Bongbong Marcos. However, the power struggle in both the Senate and the Congress causes the delay of the country’s progress. Currently, the Department of Energy cites the pending Bangsamoro issue as the cause for the issuance delay of the oil and gas exploration permit that allows EMGVCI to develop deuterium deposits as hydrogen fuel for the country’s consumption.

A Priority for the Senate

The Senate will prioritize the proposed Bangsamoro Basic Law (BBL) and not the impeachment trial against Chief Justice Maria Lourdes Sereno when the Senate resumes its sessions in May, Senate Majority Leader Vicente “Tito” Sotto III said recently.  However, prior to the April 2  recount of Bongbong Marcos’ electoral protest, Sotto exposes evidence of digital election fraud during the 2016 election.




The Delaying Game of the Anti-Marcos

Former Senate President Aquilino Pimentel Jr. despite the son’s alleged commitment to the Du30 administration questions the possible violations of the proposed parliamentary system of the Bangsamoro government and the implementation of Shariah laws. Pimentel said the system of government should be presidential, consistent with the 1987 Constitution. It is noted that former Senator Pimentel is an anti-Marcos. Koko Pimentel is also an indirect rival of Bongbong Marcos in the Vice Presidency because, in the constitution, the Senate President is next in line to the VP Post.




Different Faces of the Resistance at the Hearing

The co-sponsor of the said law, Senator Risa Hontiveros said this previously in her speech; Bangsamoro is our commitment to peace. A peace that is built on and strengthened by democratic ideals, empowerment, progress, and justice. A peace that has long been awaited by a nation that is trying to heal from its fractured history. She also stresses this; With the Bangsamoro Basic Law, a bill I proudly co-sponsor, we renew our commitment to democracy. The persistent strife and poverty in the region took its damaging toll on our democratization project. So, this lady senator from the opposition is into the passing the law in line with the Presidents wishes. Isn’t she the one who accuses Du30 with term extensions through federalism, and entering into a compromise agreement with the Marcoses?




EMGVCI’s Stand

Banking on the Bangsamoro Basic Law does not make sense because of the A. O. R. is not within the area of ARMM. The property in question for the oil and gas exploration has a T. C. T. privately owned by Maulana. It also has M. O. A from the previous owner, Petronas Oil, OFyzia.  He bought the rights for 10 million USD and has a PNOC-approved permit from all the Barangays, Mayors, and provincial officers. It’s a  Maguindanao A. O. R. NOT a Tausog. However, we don’t want to deal with the oligarch’s big companies and consortium. Our group is a 100 percent Filipino including the engineers from Aramco Petronas Texas oil. We have all-Filipino technicians who are best in the world. They work for Maulanan Oil,  Mindanao, Philippines; said the chairman of the Filipino Consortium.

Bongbong Marcos already said in 2013 that hydrogen is a highly flammable substance with zero carbon emission is already being used in Canada, the United States, Germany, and Sweden as fuel for cars, trucks, jet planes and other vehicles. Hydrogen as a fuel nowadays is processed from petroleum, natural gas, coal, or biomass. However, deuterium or heavy hydrogen is abundant in the Philippines. Now, Shell starts to promote its imported Hydrogen fuel. This is much more expensive than the local one because it is imported and the hydrogen is separated through electrolysis which is a costly process. Since the country’s deuterium is more than twice heavier than normal water, it sinks. In the process, oxygen separates from hydrogen when the pressure becomes about 10,000 psi or more. So, what’s the DOE waiting for?

Gasoline Resources are Dwindling

Ever since people first discovered the energy contained in the fuel, we have been thinking about how to use it efficiently. Progress does not only have a positive impact. Our thirst for energy and environmental footprint is increasing at the same time as resources are dwindling. This video explores the “first element”, the technology behind it and its possible applications on the road and beyond. This is now very alarming in ASEAN countries if not the world after Brunei hints that their oil wells are running dry.




Expensive Electrolysis Process Overseas

Once separated, hydrogen can be used along with oxygen from the air in a fuel cell to create electricity through an electrochemical process. Production. Hydrogen can be produced from diverse, domestic resources including fossil fuels, biomass, and water electrolysis with electricity. Electrolysis is the process of using electricity to split water into hydrogen and oxygen and is a promising option for hydrogen production from renewable resources. This can be very costly on top of the import duties and shipment costs.




Untapped Extreme Deuterium Advantage

Hydrogen exists only about one centimeter in every 3,000 meters deep water mass at the ocean floor. Deuterium is basically more than twice the weight of ordinary water. It normally sinks. So, oxygen separates automatically from hydrogen when the pressure reaches 10,000 psi. This vital natural gas is good as forgotten. The previous administration despite Bongbong Marcos’ plea.




Conflict of Interest

The oil and gas industry is a very high profile sector in the world economy. As early as now, we can already feel that there is some resistance to manufacture our own hydrogen fuel from countries who are pursuing their own products.  Sad to say that these business players may have some connections in the government that causes delay to Service Contract 64 since 2015 that covers the southern section of the Sulu Sea – East Palawan basins. So, what’s it going to be Department of Energy? Provide affordable and clean fuel to the people or protect the oligarchs?

Former Senator Bongbong Marcos recognizes the contribution of the Chinese-Filipino community in small and large scale businesses. He considers them as the drivers of the Philippine economy. Marcos reminds Filipinos that 40 years ago, his father already sees the potential of this sector of society in many areas thus the reason for his Amnesty for Illegal Aliens to be Filipino Citizens. Sure enough. While the anti-government politicians continue to politicize the South China Sea dispute, Chinese-Filipino gas and oil explorers are now ready to extract Deuterium deposits from the Cotabato and Sulu basins. The members of the consortium are all Filipinos with global ties. It only awaits the Extraction Permit from the Evaluation Section of the Department of Energy. This is a wake-up call for Filipinos to be aware that the vast resources of these hydrogen fuels are in the country.

On his speech, Bongbong Marcos discusses the importance of the Chinese- Filipinos not only in our economy but also in our history, our culture and all the parts of our everyday life. He recognizes his father’s wisdom when he declared amnesty 40 years ago as we can see now that the Chinese community has been an integral part of the Philippines today.




Amnesty for Illegal Nationals

Currently, Republic Act 7919 seeks to grant legal status to foreign nationals and their dependents illegally staying. They are the ones who have entered the country prior to June 30, 1992. They are given a resident certification of their registration as an alien living in the Philippines. Foreign nationals with permanent resident statuses are allowed to stay indefinitely in the country and enjoy the privileges of any Filipino citizen. That includes securing employment. Permanent residents, however, are not allowed to vote and own land. The late President introduced a number of significant bills when he was a Senator. Many of these bills found their way into the Republic statute books. His amnesty for illegal national paves the way for many Chinese residents to become full-pledged Filipinos.




Exploration Permit Approval

In the Filipino-Chinese consortium’s letter to President Rodrigo Du30, they seek the leader’s approval and endorsement. This is to pursue the oil and gas exploration and development of Cotabato and Sulu Basins. This is for the build, operate, and transfer which commences initially for operational, financing and purchasing of drilling equipment, operational budget, construction of refinery pipelines, and infrastructure for the two service contracts both offshore and onshore.




Deuterium Extraction Details

The offshore acquisition package costs 10 million USD and 500 million budget cost. The onshore acquisition package costs 12 million USD and 700 million budget allocation for drilling contractors for the said oil and gas exploration. Plus directly hiring highly qualified manpower to operate and manage the corporation in order to ensure a very efficient operation to achieve higher gains and early return of investments. The group vows to cater to local consumption initially for Filipinos to benefit from its low prices. Truly, the Chinese-Filipino consortium members are the drivers of Deuterium extraction. NOT China indeed.
