Why Bongbong Marcos Must Not Allow Supreme Court to Use the ERs for the VP Recount?

Atty. Glenn Chong’s questions the PET resolution, saying that the printed election returns will only be used in the initial cutting by ballot. There’s a big question at this point. The election returns or result of the election and the report or summary of the ballot and votes are both inspired by the single document only – the ballot images or image of the ballot that the machine took after entering the voter’s ballot in the VCM. Mr. Edmund Casino of the Computer Society of the Philippines expresses his disgust over the decrypted images that prove to be not the replica of the original ballots. This alone he said is a violation of the election law. The Supreme Court recently rules to use the election returns as the basis of the recount after setting aside the threshold dispute.

Lost Ballots in the Supreme Court Count

In the vice presidential contest, we can see all the votes read and counted by the machine (no one voted + so much voted + all votes obtained by all candidates) were 667 only. But according to the machine, there were 679  votes and 679 used ballots during the poll. Why 667 votes only were read by the machine? Where are the 12 votes that should be counted? The Supreme Court gag order is successful covering this up.


Ambiguous Marks

See the report where the 12 votes have been placed. If it’s abstentions, it means the voter has no vote. It should be in the under-votes because there is no vote. But why place in abstentions? It’s clear that there is an ambiguous character or an un-clear mark that the machine does not know. The 5 % to 20 % of markings in the oval space actually serve as ambiguous marks. This is why the Supreme Court must not adhere to the 25% plea of the presumptive VP, Leni Robredo.



Cheating Strategy

The alien marking or a small dot (5 % to 20 % of the oval space) in the oval of the fraudulent candidate for the position to be deceived allows the machine to classify it as a vote for the cheater before it reaches the voter’s hand. When the voter voted any candidate in this position except the fraudulent candidate with a small dot (ambiguous mark) at the oval, the voter’s vote for the voted candidate is not counted even if the round-shaped shading area is marked. This is because there is an ambiguous mark in one of the candidates in such a position. It will go to the abstentions. The Supreme Court must scrutinize this.


Be Knowledgeable

But if the fraudulent candidate with a small dot is voted by the voter, of course, the mark will be made in the round-shaped shading area. It will be counted for the cheater because the ambiguous mark will be lost at the oval of this candidate. That’s just simple and logical for programmers. How many votes did get in this way? There were 92,509 ports that opened on the election day. Let’s say at least 12 each is in this nature and the average measure is 25 % (yes, that 25 %!), it will reach 370,036 votes per precinct. It can definitely win the VP post!

On his latest Facebook blog, Atty. Glenn Chong assures the public that the recent threshold the PET uses for the recount of the VP electoral protest filed by Bongbong Marcos against Leni Robredo is 50%. Chong explained that 21,000 votes of Robredo did not pass the Supreme Court standard. As of now, they are set aside first. Therefore, the presumptive Vice President has 21,000 fewer votes currently. This is why in the revision reports, the total number of Robredo’s votes is a lot lower than the total of the election returns printed from the election machine.

Glenn Chong Discloses  Robredo’s Decreased Votes

Not Mere Observations but Facts from the Revisors

The 21,000 figure comes from the revisors of the former Senator, Bongbong Marcos. Atty. Chong added that Robredo’s lawyer Atty. Romulo Macalintal is again lying when he said that Marcos can’t anymore recover from the race after they announced their fake news through a press conference that the 50% shading threshold will be applied by the Supreme Court in their favor.


Robredo to Claim the 21,000 Votes

According to the rules of the PET, Robredo can only claim the 21,000 uncounted votes in a plea for its inclusion in the official vote count. Nonetheless, it is only the Supreme Court election body that can decide to rule on her favor or not.  On the other hand, Marcos also has the right to petition the use of the election returns because he has paid for the manual recount and not digital or hybrid process. The ERs are generated from the automated election system.

 


21000 Fewer Votes of Robredo are Not yet Official

At the moment, the 21,000 fewer votes for Robredo are not yet official. This is because the PET has not decided yet on how to go about it. They did not meet the 50% shading standard. Most of these have too small, short, or alien-like markings. In actuality, it is clear that there is a substantial deduction of votes as far as the Vice President is concerned. The PET’s decision on this matter can really make or break Marcos’ quest.


Pressure to the Supreme Court

The Supreme Court unanimously rejects Marcos’ motion for inhibition against Associate Justice Benjamin Caguioa. The PET also “sternly warns” Marcos that “any unfounded and inappropriate accusation made in the future will be dealt with more severely.” However, Most people can only wonder why the SC is so tough on Marcos on many things and can’t even provide the manual recount that he has paid in full for.

Robredo’s Electoral Protest Fake News Not Working as Netizens Reviewed PET’s Resolution on 25% Shading

Netizens can’t trust the mainstream media anymore. They dispute the latest fake news that the presumptive VP Leni Robredo announces through a press conference.  The PET’s resolution was verified by them. They analyzed why Robredo claims the 25% shading victory. The Supreme Court stresses that the segregation and classification of ballots shall be done. This is by referring to the election return. As generated by the machine used in the elections. The PET clarifies that Robredo’s assumption on the decrease of her votes when the 50% mark was implemented has no basis. There is no final vote counting yet and the 50% standard stays the same. Atty. Glenn Chong who has read the 26 pages ruling said that the only procedural change for the electoral protest recount is the use of the decrypted images which Bongbong Marcos will oppose contrary to Macalintal’s analysis.

Chong Opposes Brillantes

Former Comelec Commissioner Sixto Brillantes said the focus should be on the election returns, not the shading threshold. The former congressman from Biliran, Atty. Glenn Chong opposed him. Chong had been invited to the Senate hearing as a resource person several times during the course of the election fraud inquiry.  But he said he had been deprived many times as well of the opportunity to speak on the issue, especially regarding the alleged early transmission of votes prior to the day of the 2016 automated elections. He explains the difference between manual and automated elections. In manual elections, fraudulent activities can only be manual. While in a digital one, even the cheating is done automatically. His evidence shows that the digital results are not a replica of the actual ballots.

Compromised Decryption for the Electoral Protest?

The PET resolution denies Marcos’ opposition to using decrypted ballot images in the revision process. Marcos earlier claims that the images were “compromised.” This coincides with Chong’s findings. He was compelled to study the system of the automated elections after being a victim of rigged elections himself. This was during the 2010 and 2013 polls. He spearheaded the election watchdog Tanggulang Demokrasya. It primarily aims to scrutinize the systems and processes imposed in previous elections. He said that in an automated elections Chong said, one stand to lose because all the cheating will take place within the machine.




Macalintal’s Old Belief

Robredo’s legal counsel, Romulo Macalintal, repeated his belief that no election protest has won based on the manual recount of the ballots. He said the results of the manual recount must tally with the result of the vote counting machines. On the other hand, based on the information, Chong claimed that there was a huge difference between the number of votes from the transparency server and the number of votes from the central server of the Commission on Elections (Comelec). He insinuates on the conspiracy between Comelec and the service provider Smartmatic. He also notes the response of former Comelec chair Sixto Brillantes about it. Macalintal also said that if the 50% is not changed to 25%, there should be no procedural training. However, Chong said the procedure pertains to the use of decrypted images for the electoral protest.



Marcos’ Clarification

While the Robredo camp celebrates falsely, the camp of Marcos said it may seek a clarification from the PET about its ruling. Lawyer Vic Rodriguez said that the Tribunal’s ruling is clear that there is no basis to change the 50 percent shading threshold for the vote recount in the vice presidential race.




Wrong Assumption

But Macalintal countered Rodriguez, saying the PET will not order the retraining of revisors if there are no changes that will be implemented. Atty. Chong who is an IT expert and a lawyer explain why Robredo’s lawyer is wrong during the interview with Maharlika. Malacañang, meanwhile, deferred all actions to the PET. “There’s no hand on this case as far as the executive office is concerned because the President is not a party to the protest… Let the PET do its job,” Presidential Spokesperson Harry Roque said.

Bongbong Marcos’ Electoral Protest Recount Now Progresses to Negros Occidental

According to Atty. Glenn Chong, Bongbong Marcos’ protest is nearing its end. The revision in Iloilo and Camarines Sur is almost finished. Furthermore, 1284 ballot boxes are being retrieved for Negros Oriental. This is the last province of the 3 provinces set by PET for the recount. If Justice Caguioa’s timetable would be followed, the revision should be finished by November. Depending on the numbered of recovered votes in his favor, he can then decide to continue to other places or stop to fast-track the decision.

Checking the Validity of Marcos’ Heavy Losses in Negros Occidental

Negros Oriental is one of the 20 provinces that is being protested. This is as Dumaguete City Election Officer Gildu Agoncillo discloses. On the records, Leni Robredo had 255,000 votes while Marcos loses heavily with only 66,000 votes. This is the biggest difference all throughout the country by the percentage. Hence, Negros Oriental is third on the list of the three pilot provinces.



Atty. Chong’s Analysis of the Protest

Atty. Chong thinks that we will finally know how much votes will Robredo still have over Marcos’. That is if there would still be any left. Furthermore, he thinks that if we get to this point, Marcos will have a substantial recovery. The protest will then continue, as the second stage.

Procedural Verdict

At the second stage, If Marcos completely overtakes Robredo’s votes that she can’t take back with her counter-protest, he can then withdraw the protest on the remaining provinces so it won’t take more time. Because, at this point, the show will be over for Robredo and the yellows.



Justification of Robredo’s Camp

According to Robredo’s legal counsel, Emil Maranon, If the complaint was dismissed then there would be no need to do the recount on the 17 other provinces. The recount of the 17 provinces depends on the recount of the pilot provinces. They are still hoping for a miracle to happen.




Election Hearing Development

According to Chong, Not only was the votes stolen from the people but this syndicate or the Smartmatic-Comelec connivance insults Filipinos. Consequently, Senator Koko Pimentel says that Smartmatic would have to answer on who among their employees were watching porn using the DNS server while the votes were being counted. That’s how lightly he is taking the country’s security measures during elections.

Atty. Chong Uncovers the Election Syndicate’s Technique and Connivance

At the start of the Senate Hearing, both Comelec and Smartmatic was looking very confident. They seem to have a well-prepared script ready. Because of these scripted answers, they incurred the rage of Senator Tito Sotto. Sotto feels that they are trying to prove him wrong on his accusations of election fraud. He asserts that he would not have delivered the privilege speech if he wasn’t certain of his information, evidence and witnesses. Furthermore, Sotto says that he will bring out his witness at the next hearing.

Revealing the Conniving Culprits

This is where the syndicate starts to crumble. Chairman Abas now deviates from the script in an effort to save himself. Consequently, he is jeopardizing the others. Those in connivance with them tried to protect Comelec, but the assault was now relentless.



Senator Gordon’s Lecture

Senator Richard Gordon also lectured the syndicate. He also presented the Botong Pinoy voting system that can replace Smartmatic. Even worse, he stands that Comelec should have been sacked when it was under Andres Bautista. The fact that while the election was ongoing, there was someone watching porn on the DNS server is already too much.

A Party-list’s Testimony

Hours before the elections were over, the CONSLA party-list group listed 555,896 votes from the Transparency Server of the PPCRV. They secured screenshots from the Transparency Server information. They were in rank 14, which is within the winning parties. However, after a few days, the results came out with them only having 213,814 votes. The Comelec Central server gave them 342,082 votes less than what they have listed, losing their spot in the winning circle. Atty. Glenn Chong reveals all these information in the Senate who’s Facebook account was temporarily disabled right after the hearing.

 



Cannot be Denied by the Commission on Election

The syndicate can hardly get out of this one because the Transparency Server and the Comelec Central Server get their results from the same source, the VCMs. Both should have a copy of the results, but the mystery is where did the 342,082 votes for CONSLA go. Comelec in connivance with Smartmatic as well as PPCRV must be controlling the votes for those who can pay them. However, in the face of this issue, Comelec’s answer is only that they will look into it.




Concrete Evidence

The CONSLA have complained about this issue long before. However, the Comelec still doesn’t have answers? This same thing also happened with the ANG NARS party-list. They were summoned to the PICC for proclamation however just 30 mins before, Comelec brings out a new resolution. Both CONSLA and ANG NARS were dropped.
