Atty. Glenn Chong Opposes Bam Aquino’s Stand on Lowering Age of Criminal Liability

Atty. Glenn Chong sees lowering of criminal age as a way to move children away from adult criminals and syndicates. “By lowering the age, we actually remove more of these children away from them,” he said. Chong added that rehabilitation facilities should also be given adequate funding to ensure that children are “well” rehabilitated. “If our goal is to rehabilitate, there must be enough funds necessary to bring back their dignity,” he said. This is contrary to Bam Aquino’s stand who disagrees with the bill. He explains that syndicates or parents should be punished instead of children. z

The House Approves the Bill

The House committee on justice approves the bill that would lower the minimum age of criminal responsibility from 15 years old to 9 years old. Last January 21, the justice panel gave its thumbs up to the substitute bill. This would amend Republic Act (RA) 10630, the law that currently retains the minimum age of criminal liability at 15. However, it allows children as young as 12 to be in youth care facilities or Bahay Pag-asa for serious crimes only. These include rape, murder, and homicide, among others.

Glenn Chong Got the Ultimate Purpose

House justice panel chairperson and Oriental Mindoro 1st District Representative Salvador Leachon said the bill primarily seeks to protect children from being used by syndicates to commit crimes. “Let it be understood that with the present bill, we are not putting these children in jail but in reformative institutions to correct their ways and bring them back to the community. They are not branded as criminals but children in conflict with the law,” said Leachon. The controversial, clean election advocate and lawyer, Glenn Chong explains this better than anyone else.

Rehabilitation Funding

“Reformative institutions do not punish individuals. Instead, they are set to help the children to be integrated back to the community after they have committed criminal acts,” Leachon added. This is why Atty. Chong insists that it is necessary to have substantial funding if it’s rehabilitation that we are after for the children to have better opportunities in the future.

The Same Stand but Different Mindset

Former Metro Manila Development Authority chairman Francis Tolentino agrees to lower the age to 12 or 13. He said that the country needs a “reformative justice system” for children accused of crimes. Broadcast journalist Jiggy Manicad also said that law enforcers should go after “masterminds” and “drug lords” that use children in crimes.

No Funding from Marcos

Running alongside hong is another lawyer Lorenzo “Larry” Gadon. He agrees to lower the age to 12. Children already have “discernment at such age, ” he said. “Today’s kids are smarter, they know what’s wrong and right,” Gadon added. “They will commit a crime because they have in mind that no punishment is at stake, Both Gadon, and Chong are in line with the administration’s objectives. Better yet, their advocacies pave the way for Bongbong Marcos to have a better stand in his electoral protest against the presumptive Vice President, Leni Robredo. The two also deny that they get any financial support from the Marcoses. They claim that their findings just coincide with Marcos’ fight.

Bongbong Marcos: Why Does Robredo Demands Ballot Soft Copies WITHOUT Paying Liability?

Bongbong Marcos has opposed to Robredo’s Motion that she be allowed to secure soft copies of the printed ballot images. This from the ongoing Decryption activity of the COMELEC for Camarines Sur, Iloilo and Negros Oriental. Marcos cannot figure out why Robredo suddenly wants them when she’s been opposing it ever since. She even did not help in paying the liability requirement.

No Liability Payment from Robredo

It will be recalled that the ongoing decryption activity was initiated solely by Marcos. He had to shoulder the decryption fee of Php 2.9M including an additional Php 2M for the initial supplies required by the COMELEC. Robredo did not join him in this undertaking. In fact, actively opposed the same as early as June 2017.




No Right to Demand

According to Marcos, since “Robredo did not contribute any share in the expenses and supplies, she should not be allowed by PET to obtain soft and even hard copies of the decrypted images of the ballots, election returns, audit logs and other relevant documents for all the protested clustered precincts of the pilot provinces.”



Just Shameless

Marcos has accused Robredo of cheating her way to the second highest office in the land. He lost to Robredo by a slim margin of about 260,000 votes in the 2016 national elections. Lawyer and I.T. expert Glenn Chong who has been involved in scrutinizing Smartmatic’s performance just refer to Robredo as a big liar.









Pointing Fingers

Recently, Robredo’s camp released a media propaganda accusing Marcos of forging the list of 8,000 election fraud witnesses mostly in his pilot areas.  The accusation boomeranged to her. ALDUB or Alyansang Du30-Bongbong or ALDUB members stood as witnesses to various incidents of election fraud in Basilan, Lamitan.

Ex-Pnoy Underestimated Filipinos to Think that His Liability with Napoles can be Hidden

The truth can never be hidden. As Janet Napoles was acquitted for alleged illegal detention of her cousin, Benjur Luy, Aquino’s accusation that she is the mastermind of the pork barrel scam created doubts. All evidence just points to the Liberal Party players with major liability going to ex-President Noynoy Aquino. This can, in fact, be another great fiasco by the Aquino administration after the late Chief Justice Renato Corona’s bribed impeachment.

Service to the Country

The president must be blessed to have  Solicitor General Jose Calida who has the conviction, and the principles. He strengthens out the injustice done by the previous administration. He helps in the case, even if made him unpopular. Napoles is already portrayed by PDI and ABS-CBN as a demon so, some Filipinos can be too slow to catch up. This basically misled the people into believing that she is the major culprit. It, however, did not make sense because her remaining case is plunder but she is not a government official.




Poll Funding

It is fortunate that Du30’s popularity surges, that puts Roxas in the second spot during the 2016 polls. The billions of pesos spent from government money might not serve for Roxas but the LP’s neophyte bet, Leni Robredo, manages to beat a namesake. Bongbong Marcos accuses her party of fraud. Her SALN after 6 months in office shows how that she became 2 million pesos poorer. This is because she has to sustain her post amidst impeachment complaints and the electoral protest filed by Marcos against her.



Shut Her Up

Aquino’s powerful media demonised Napoles so bad that most Filipinos rejoice when she was put in jail quickly. That is where she can be silenced about the pork-barrel controversy. If the Liberal Party congressmen and senators are found to amass hundreds of millions of pesos in the scam, that would add to the already almost politically dead status of the Liberal Party.









Selective Justice Detected

Most of the congressman implicated and charged for graft were those who opposed the LP. Jinggoy Estrada and Bong Revilla were presidentiables for 2016 who led opposition groups. Black media propaganda took care of the number one rival, former Vice President, Jejomar Binay just prior to the elections. The yellow minions were outsmarted by Du30’s strategy – who announced only his candidacy immediately prior to the election. He also forged an alliance with Binay and the late Senator Miriam Defensor Santiago who like him, also support Marcos’ return to the executive office.
