Favorable Binay Verdict at Last for Makati Mayoralty

The Comelec First Division dismisses the election protest filed by Romulo “Kid” Peña Jr. against Makati City Mayor Mar-len Abigail “Abby” Binay. She’s the daughter of former Vice President Jejomar Binay.

In its decision dated Sept. 20, the First Division found that Peña’s protest contained discrepancies. It was “insufficient in form and content.”

Two Different Versions

The Comelec said the Peña camp submitted two versions of the protest on May 20. It was less than two weeks after the May 2016 polls. One version had 22 pages, the other, 24 pages.

Both versions “failed to indicate a detailed specification of the acts or omissions complained of showing the electoral frauds, anomalies or irregularities in the protested precincts,” the Comelec panel said.




Discrepancies on Pena’s Protest

It also noted that Peña failed to indicate the specific precincts where the errors in the scanning of the ballots allegedly took place.

Peña also failed cite specific details on the ballots allegedly rejected by the Precinct Count Optical Scan (PCOS) machines.


General Statement

“The allegations that votes cast do not accurately reflect the election receipts, vote-buying, harassment and intimidation allegedly done by the Protestee [Binay], and vote-shaving should be considered as general statements as they are devoid of specific instances where these happened or how these took place. The use by the Protestant [Peña] of phrases like numerous instances, in some instances, in one instance, etc. reflects that these statements of irregularities are broad and general in description. That which the law does not allow,” the First Division said in its order.




Abby Binay is Grateful

In a statement, lawyer Daniel Subido, legal counsel of Binay, said the mayor is grateful for the Comelec ruling and is determined to “restore the highest standard of service to the Makati citizens.”

As of posting time, the camp of Peña has yet to answer phone calls made by GMA Online

Cong. Luis Campos of Makati – and his team of public service enablers

Grandmother Elezabeth D. dela Cruz went back to the office of Congressman Luis Campos, husband of Mayor Abby Binay to thank him for the prompt assistance given when her grandson, Kristoffer Carlo dela Cruz went missing.

Councillor candidate for Pembo, Cristopher Ferreras thanked all social media concerned citizens who shared his photo especially via Facebook that was vital for the search effort of the lost and found team in Makati.

Cong. Luis has been a notable figure when it comes to providing public service in the municipality. People in need found him very approachable when trying to get help from the local government. He is also surrounded by staff and friends who are willing to provide assistance regardless of their capacities. He and his team are definitely practicing the “bayanihan” spirit which is an ancient Filipino value that must be preserved.

Project Tokhang: Do it like in Makati, the Binay Way

On August 18, 2017 1,000 surenderees had pledged in front of Makati mayor Abby Binay, DILG officers, Barangay Captains and PNP officials at the Makati Coliseum – that they will change to be drug-free citizens. This is in conjunction with President Rodrigo Duterte’s Oplan Tokhang project or the so-called war on drugs. However, in Makati it is not brutal. In fact, drive is beneficial for the self-proclaimed drug addicts and pushers.

Mayor Abby said that scholarship programs are in store for them based on their educational attainment. On top of that, a livelihood program is also designed for individual needs if they wish to avail. A thorough Rehabilitation Process was also installed for them to take part which is compulsory to drug dependents for proper monitoring.

Vice mayor Monique Lagdameo who was tagged as livelihood queen was also present during the event, as well as Congressman Luis Campos, Binay’s husband. Among the Barangay Captains present was Barangay Captain Loy Papa whose followers are proud for their Barangay to be active in the said program – to make South Cembo a drug-free barangay. Abby Binay’s Oplan Tokhang Team for Makati SONA Meet

Mayor Abby Binay is one brave woman when she ordered 5 posh villages in Makati to cooperate with the compulsory police inspection with regards to Oplan Tokhang or President Rodrigo Duterte’s war on drugs. Nevertheless, she is not alone in this clean up drive in Makati. Her husband, Congressman for district 2, Luis Campos is leading the pact on that side and Congressman Monsour del Rosario in district 1.

This is evident during the recent first SONA of President Duterte – when the Makati Oplan Tokhang team met PNP Director General Ronald dela Rosa or Bato who is spearheading the campaign from the side of the authorities.

Contrary to their usual images of casual and hard working public servants, they were all neatly dressed up for the occasion. The Makati team following the traditional Filipino business attire and Bato with his decorated general look. This proves to show that when a campaign is greatly coordinated by government officials, disasters can be avoided.

Peña not blamed by Binay yet – but politics did make Makati services less efficient during his time

The once temporary mayor of Makati Romula “Kid” Peña might be under the scrutiny of now mayor Abby Binay but as long as results of the investigations are not yet submitted, mayor Abby will not have a concrete evidence yet on whether or not Peña ws the culprit in making the Makati services less efficient during his time.

Rumors did said that some services already deteriorated even during Junjun Binay’s time – like the medical services wherein people would line up for their scheduled tests and ended up going back the next day – but we never know for sure if this is true if there are no basis. So the best thing to do is to wait for the investigation results before announcing any anomalies.

According to the Inquirer: Mayor Binay noted that based on the recently released National Competitiveness Council’s (NCC) Cities and Municipalities Competitiveness Index, Makati slipped from third to fifth place in terms of government efficiency. “It is sad that dirty politics have derailed the painstaking efforts of the Binay administration to continuously improve the efficiency of government services,” Binay said in a statement. The mayor, however, lauded the fact that in NCC’s overall ranking of highly urbanized cities, Makati placed second while it was No. 1 in terms of economic dynamism, besting over 1,300 local government units.
