Peña’s Makati administration violated civil service and election laws

The ongoing review of appointments for regularization and promotion of Makati city government personnel during the Peña administration has revealed a number of violations of civil service and election laws.According to City Personnel Officer Vissia Marie Aldon, many appointments were issued during the election ban imposed by Comelec from March 25, 2016 to May 8, 2016. “We found several appointments issued that deviated from established Rules, Memorandum Circulars and Guidelines prescribed by the Civil Service Commission (CSC), as well as the Omnibus Election Code imposing the ban on civil service appointments during the election period,” Aldon said.

Aldon decried the appointment of several personnel who do not meet the minimum requirements under the CSC qualification standards. She cited as an example the appointment of a non-medical doctor to Assistant Medical Officer, a position that can only be held by a licensed doctor. She also raised the issue of improper or lack of Personnel Selection Board proceedings for issued appointments as required by the CSC.

Aldon said her office has forwarded its initial findings to the CSC for appropriate action.“We hope that the CSC will immediately look into patent irregularities in appointments issued by the previous administration, so that we can make the necessary adjustments and address whatever problems these may have caused,” Aldon said.

Mayor Abby Binay Ordered the Recall of Makati Personnel Displaced by Pena

Makati employees will have something to celebrate when Makati Mayor Abby Binay ordered the recall of displaced Makati personnel last week during the short stay of Kid Pena. As rumored in the community, many Binay loyalists were either transferred, fired or forced to resign after Pena’s supporters were bullying them. She made sure that they will be back to their mother units before she launches her planned projects. The med-tech at OSMAK will not be scolded by impatient beneficiaries anymore as she had to keep them waiting for hours she she was working alone during her shift and beyond serving many patients.

Some Makati City Hall employees who chose to vacate their posts can already decide to come back now that it’s Binay once again. Mayor Abby graciously instructed department heads to submit a detailed report on their organization chart including list of staff, designation and job descriptions.

This shows that the new mayor operates professionally and always in mind the welfare of her constituents. She promised to do something immediately on every concern that will be thrown on her just to put the Makati operations back in place.

Kid Peña cannot accept Defeat over Makati Mayoralty despite COC

No matter how Kid Peña keeps on crying over spilled milk, the people of Makati already decided and the Binays are back to their 29 years of Makati reign with Mayor Abby Binay’s victory.

Peña is unto his second protest already and even collected 1 peso donation to allegedly fund the change that he is going to do in Makati. It has been observed that during his 8 months tenure in Makati, he was only finding faults of the Binays – instead of improving the Health Center services and other public facilities.

Ready to change, drivers? Take it from Makati

Many could attest to this that when you catch a cab from the streets going to Makati, most drivers would be hesitant because Makati is very strict in implementing rules – and traffic officers cannot be bribed.

Now with Dutertes’ style, people are waiting if his tough punishments could lead these drivers into following the set of traffic rules laid before them. Binay’s political will simply worked in Makati. High hopes for Duterte implementing these regulations not only in Davao but all over Philippines this time.
