Will PACC Look into DPWH-DOE SOP to Fast-Track Credit Payment for Fuel Extraction?

PACC member and spokesman Greco Belgica is a notable supporter of the President and an anti-Robredo stalwart. He previously hinted on the agency’s recommendation to fire at least four government officials. Although the Malacanang spokesperson, Atty. Harry Roque denied it, Du30 just fired the Customs Deputy Commissioner, Noel Patrick Prudente. His alleged excessive personal travels are under investigation. Now, the Presidential Anti-Corruption Commission announces the 25% incentive for whistleblowers. Will it listen to the people in Mindanao to fast-track the release of the government’s credit? This is for the right of way payment allegedly by DPWH under Secretary Mark Villar that can be subject to SOP procedure that the President tags as corruption.

Approved by the President

A big reward awaits everyone who would become whistleblowers. Those who would give information to the PACC that will lead to a successful recovery of ill-gotten wealth can avail of the offer. Belgica added that this provision has already been approved by the PACC en banc and by President Rodrigo Du30 himself. The President on the other hand, also verbally approved the road right of way claims of Maguindanaoans but the DPWH seems to follow the previously corrupted system.




Government Claim for Fuel Extraction Funds

The claim was undertaken since 3 years ago and that the EO 153 issued by Secretary Villar in early 2017 does not cover said claims. almost all of Villar’s 9 lawyers either resigned or were transferred. The recipients are banking on the said payment to pursue the requirement of the DOE for the extraction of deuterium and other oil and gas components in the Liguasan Marsh located at the Cotabato Basin.




SOP

Secretary Villar assigned his assistant to coordinate with the claimants’ team for coordination. He does not handle transactions directly. It is uncertain that the required 10% fee of the 13.7 B claim is a legal SOP requirement or a mere under the table transaction. The lady approached the group about 2 months ago for the said deal. The right of way claimants have the SPA of the owners at Mindanao but the 10% fee is a substantial reduction for the oil and gas exploration set-up requirement of the DOE to issue its permit.









Not Looking Good for Villar

Could PACC run after big political and business names like Villar? This does not look good for Senator Cynthia Villar who seeks for re-election this 2019. Thousands of people in Mindanao are under the impression that what is due to them has been withheld long enough by her son. It is a sad thing that the Coco Levy fund lawmaker can be put in a bad light.

Martial Law Justification: Bongbong Marcos Predicts Foreign Terrorist Threats in Mindanao

The President recently revealed terror threats posed by the international terrorist network ISIS in several parts of Mindanao. Prior to this, Bongbong Marcos already said in an interview that there were signs that the notorious global group has already set a foothold in Mindanao. This is the reason why the extension of Martial Law is crucial.

Serious Plots

In a meeting with lawmakers, the President informed them of new and “serious” plots to sow terror in the southern Philippines, Senator Franklin Drilon briefed reporters about this. The military needs around 20,000 more soldiers, Drilon said. This was also the figure that Du30 mentioned after his second State of the Nation Address where he vowed to strengthen the Armed Forces.




Renewed Threat

“He informed us of that there’s a renewed threat because the secretary of national defense Delfin Lorenzana requested for additional manpower. Therefore, that would require budgetary allocation,” said Drilon. In the proposed budget for 2018, the Department of National Defense sees an increase by 5.5 percent to P145 billion.




End-year Martial Law

The Senate and House of Representatives grant the President’s request to extend martial law until December 31, 2017. Detractors once again debate on this but Bongbong Marcos said earlier that the extension of Martial Law is not the problem. Since there are indications that the international terrorists are gaining a foothold in Mindanao particularly in Marawi, this is not an easy problem to solve. This has escalated into a global scale.








Analytical Mind

Once again, Bongbong Marcos displays his brilliance in analyzing situations that pertain to national security. He is indeed his father’s son. He might be officially jobless now but the brain still works. All for the good of the country in support to the President.

Where else can the international media get their stories from but from the Liberal Party media feeders that portray the late President Ferdinand E. Marcos as a tyrant that Du30 allegedly idolizes. They projected that the Filipinos just woke up in the midsts of rebellion and terrorism threats just to put the whole Mindanao in the state of Martial Law.

Marcos’ Rule

In 1972, the late Marcos with the help of then-Defense Secretary Senator Juan Ponce Enrile declared Martial Law nationwide after strenuous study to save the country from insurgencies and communism invasion rampant in those days worldwide. Just like at present time, suspicion looms that the Liberal Party is involved in igniting the Marawi siege. It was known that the patriarch of the Aquino political clan was involved.




Undemocratic Democracy

The late Senator Benigno Aquino III who intended to replace Marcos as President was eventually one of the founders of the CPP-NPA merger. This is the union of the notorious rebel groups in Mindanao. His wife who became the President after his death when Marcos stepped down to save Filipinos from bloodshed, manifested the revision of the 1987 constitution. She is tagged as a democracy icon despite their undemocratic ways.

Basic Democratic Rights

The Liberal Party of the Aquinos in full context of the democratic principles cannot be the leader for democracy. For one, their matriarch the late President Cory Aquino replaced Marcos as President despite losing the elections. At the present time, another widow from the LP, Leni Robredo beats Bongbong Marcos in the VP race over clouds of doubts. She is noted to try to delay the younger Marcos’ electoral protest against her.









LP is Pushing Du30

It is not enough that the Marcos patriarch is already dead for the LP to bring his tainted memories back. They can only compare the military abuses against the opposition during his time to Du30’s present Martial Law in Mindanao. This prompts the President to follow the Supreme Court if it rules to halt it. However, he said that if he has to reinstate it, it is going to be his way – a copycat of Marcos.

Calls for Recount Intensify as the President Praises Marcos’ Martial Law

People are anxious to witness the immediate recount to legitimize the Vice Presidential post now occupied by Leni Robredo. Calls for the recount even becomes more intense when the President praises the late Ferdinand E. Marcos, Sr.’ martial law. Bongbong Marcos is just too proud to be his son.

Du30’s Justification

The president said that the late President Marcos was forced to declare martial law to fight off the wave of communism at that time. The New People’s Army back then was already getting arms support from overseas.




Parallelism with Marcos

“Whether or not he performed worse or better, there is no study, there is no movie about it. It’s just the challenges and allegations of the other side which is not enough,” Du30 said. It is evident that he draws parallelisms between himself and Marcos as he enumerates his reasons for the declaration of military rule in Mindanao.




Evidence of Rebellion

Maute group’s taking over a hospital, burning of government facilities and killing of government security forces are clearly acts of rebellion. That warrants his declaration of military rule under the new constitution. They are not merely terrorist attacks.









Recount Calls

At the back of the martial law incident, many people are asking the updates of Bongbong Marcos’ electoral protest. This only shows that no other big news can cover public interest in this aspect. The tide has turned now from Marcos being the culprit to a real hero – that is supported by the president. Therefore to make-up to his heroism, his son must be installed as the real VP, according to his supporters via social media. The preliminary conference for the electoral protest is set in motion on June 21, 2017.

Robredo Finds Social Media Irresponsible for Marawi News

VP Leni Robredo shows her indifference with social media sentiments when she said that wrong information comes out from there regarding the Marawi incident. Many would disagree with her, because, the very first posts visible there are video footages of the actual events.

Terrorism in Marawi

Leni Robredo echoes the call for authorities to conduct an investigation into the incident. She also repeats the pleas of the police for Marawi residents not to loiter or go out of their house. They are more vulnerable if they stay in groups, she said.




Terror Attacks

Houses set on fire. Terrorists take over one city jail. They bombed the National Grid Corporation Tower in Lanao del Sur. Journalists are also attacked by armed men. This is terrorism aside from rebellion which is enough reason for the president to declare martial law. The VP is, however, hesitant to agree or disagree with the leader’s decision.



Social Media Critic

Robredo is very critical of social media. This is after she fails to make it work for her. There are just too many people who hate her. They all resort to social media because they cannot rely anymore on the mainstream media. It’s like taking the matter into their own hands that she detests.









Responsible Posting

It is not certain what Robredo is referring to when she said that misinformation scatters through social media anew. Was it about Bam Aquino’s alleged visit in Marawi shortly before the incident? Can it be about the martial law declaration? Since she clarifies that there’s no official notice yet and even the PNP is still waiting for it.
