Why Bongbong Marcos Must Not Allow Supreme Court to Use the ERs for the VP Recount?

Atty. Glenn Chong’s questions the PET resolution, saying that the printed election returns will only be used in the initial cutting by ballot. There’s a big question at this point. The election returns or result of the election and the report or summary of the ballot and votes are both inspired by the single document only – the ballot images or image of the ballot that the machine took after entering the voter’s ballot in the VCM. Mr. Edmund Casino of the Computer Society of the Philippines expresses his disgust over the decrypted images that prove to be not the replica of the original ballots. This alone he said is a violation of the election law. The Supreme Court recently rules to use the election returns as the basis of the recount after setting aside the threshold dispute.

Lost Ballots in the Supreme Court Count

In the vice presidential contest, we can see all the votes read and counted by the machine (no one voted + so much voted + all votes obtained by all candidates) were 667 only. But according to the machine, there were 679  votes and 679 used ballots during the poll. Why 667 votes only were read by the machine? Where are the 12 votes that should be counted? The Supreme Court gag order is successful covering this up.


Ambiguous Marks

See the report where the 12 votes have been placed. If it’s abstentions, it means the voter has no vote. It should be in the under-votes because there is no vote. But why place in abstentions? It’s clear that there is an ambiguous character or an un-clear mark that the machine does not know. The 5 % to 20 % of markings in the oval space actually serve as ambiguous marks. This is why the Supreme Court must not adhere to the 25% plea of the presumptive VP, Leni Robredo.



Cheating Strategy

The alien marking or a small dot (5 % to 20 % of the oval space) in the oval of the fraudulent candidate for the position to be deceived allows the machine to classify it as a vote for the cheater before it reaches the voter’s hand. When the voter voted any candidate in this position except the fraudulent candidate with a small dot (ambiguous mark) at the oval, the voter’s vote for the voted candidate is not counted even if the round-shaped shading area is marked. This is because there is an ambiguous mark in one of the candidates in such a position. It will go to the abstentions. The Supreme Court must scrutinize this.


Be Knowledgeable

But if the fraudulent candidate with a small dot is voted by the voter, of course, the mark will be made in the round-shaped shading area. It will be counted for the cheater because the ambiguous mark will be lost at the oval of this candidate. That’s just simple and logical for programmers. How many votes did get in this way? There were 92,509 ports that opened on the election day. Let’s say at least 12 each is in this nature and the average measure is 25 % (yes, that 25 %!), it will reach 370,036 votes per precinct. It can definitely win the VP post!

Atty. Chong Points Out Where the Possible Election Results were Sliced Out

Atty. Glenn Chong insinuates where the possible cheating can happen during the election results transmissions. That coincides with another group’s decryption analysis in the middle of the cue server. Each individual file split into around 11 tallies. Possible cheating can happen where the votes can be divided into these tallies to favor the operator’s bets.

Chopped-Up Tallies

Exploring the information on the previous poll elections brings us with more issues. As Chong presents, there were cases where the ballots were out of sequence or were just simply missing. He explains that there is a fourth queueing server.  The server works by disaggregating the results from the VCM, breaking up a file into 11 or 13 files. Furthermore, some of these chopped up tallies were transmitted to the corresponding servers asynchronously.



Unsatisfactory Answers from the Comelec

The Comelec is not being consistent in what the purpose of the fourth server is. Jose Tolentino, the Executive Director refers to it as a “meet me room”, basically a platform to bring in information coming from different telcos. However, another official explains that it serves as a backup server.


Doubtful Credibility of the Election

Smartmatic’s defense that no complaints or cases of the system altering the results is generally flawed. However, there are presented cases of different results from the VCM and a manual recount, brought about by Chong and another resource person.



Misleading News

What happened during the proceedings is certainly newsworthy. Chong’s revelations really bring out serious election irregularities. However, the media are ignoring these. Consequently, Rappler chooses to focus more on Chong’s association with the Marcoses.




Media Blackout on the Election Hearing

There were no reports about these bombshell revelations by Chong being featured on TV newscasts 6 pm shows. Newspapers offered no coverage on the matter both in print and online. Furthermore, even on Facebook, Chong’s posts are being marked as spam, even those reshared by his followers.

Porn Detected by Chong: Election Committee Urged to Enhance Comelec’s Election System Security

Atty. Glenn Chong said that the digital election system must be a private network. All servers are within the network. However, he uncovers that access to Google, Yahoo, Facebook, and X-Hub were undertaken. Yes, someone was watching porn videos. Accessing them can be blocked because this is a security threat. Somebody within the DNS is accessing these sites while the election transmissions were going on.

System Security

With the access to public sites not blocked, Chong fears that the security of the digital poll system may have been compromised. However, the Smartmatic representative seems to remain clueless. Moreover, we can remember him not being able to explain how the source code works. Consequently, Chong is urging the oversight committee to look into this issue.



Election 2019 Preparation

Before the Philippines set forth for the 2019 elections, Comelec officials, stakeholders, and lawmakers are set for a hearing on the automated poll system. The Joint Congressional Oversight Committee on the Automated Election System conducted this on the 13th of September.


Attendees and Purpose

Lawmakers from both the Senate and the House of Representatives compose the JCOC. They are set to tackle the recommendations of the Comelec Advisory Council for the 2019 elections. Furthermore, they also need to discuss enhancements on the automated election system as well as the problems encountered last elections.



Tolentino’s Promise

Quoting Jose Tolentino Jr, the Comelec Executive Director, “To eliminate these kinds of doubts, for the 2019 elections, aside from the source code of the VCM, the EMS, and the CCS, we have required the international certification entity to also look at the source code of the transmission system.” This is what he said on the hearing of the JCOC on AES.




Hearing Panelists

Comelec officials, election watchdogs, and technology experts served as panelists at the hearing. Chairman Sheriff Abas led the Comelec officials. Moreover, Tolentino also gave a view of what the situation so far is, on the AES. To quote him, The Comelec has “purchased 97,350 units of vote-counting machines, and all of them passed through hardware acceptance tests,”

Atty. Glenn Chong explains in various circumstances the anomalies found based on the evidence gathered. He said that although the final total of the election counts tallied in the end, the questionable steps remained. He calls the Comelec representative a liar when he insists that the results should not be disputed because of the matching tallies. Then, challenges the Election oversight committee to issue a verdict on who is lying? He or the Comelec?

Chong’s Election Analogy

At one instance, Atty. Chong uses an analogy of a passenger jeep as the VCM. He said that in the transmission of votes 5 men and a midget got into the vehicle. However, during the tallying of the results, or on the way back, only 2 men made it. The 3 and the midget disappears.



Comelec’s Defense

To quell doubts about the automated polls, the Commission on Elections (Comelec) said it required its international certification entity (ICE) to review the system for transmitting election results in 2019.  This review covers the source code, or the master blueprint, of the transmission system. This is on top of the source code review of the vote-counting machines (VCMs), the election management system (EMS), and the consolidation and canvassing system (CCM). Therefore, it is concluded that the Comelec and Smartmatic representatives who attended the hearing did not really understand how their system works.


Possible Process of Slicing Up Counts

Atty. Chong also insinuates that he can prove how can Smartmatic’s system sliced up the scores of the candidates to favor their bets. He said that all we know are the total scores when they are transmitted by the servers. Chong is certain that he can unlock the mystery behind the 11 tallies found and the underlying cheating mechanics if given the chance to present his findings.



Who is Lying?

At one point, Chong’s attention was called out not to use derogatory words during the Senate hearing. He apologized but insists that the Committee should declare who is lying. If he is not favored by the Senate, he would then present all his evidence to point out how exactly the digital cheatings were made.




Senator Gordon’s Take

Senator Dick Gordon is passionate about the issue. He said that if you do not follow the law, it is already clear cheating. That’s why he’s thankful that Senator Koko Pimental is in charge of the election hearing and not him because he is a lot calmer. You can debate all you want but in the Philippines, it takes a lot of time to change the course of a case, he said. He just hopes that people won’t give up on this.

Robredo is on Atty. Glenn Chong’s Tail Prior to Election Hearing

A public hearing happens on September 13, 2018. It is a Joint Congressional Oversight Committee on the Automated Election System (JCOC-AES) event at the Senate Session Hall, 2nd Floor, Senate of the Philippines at 10:00 AM which is open to the public. Prior to this, the camp of Vice President Leni Robredo asks the Supreme Court’s Presidential Electoral Tribunal to investigate how the audit logs from Camarines Sur came into possession of lawyer Glenn Chong.

Disturbed by Chong

Atty. Macalintal finds it disturbing for Chong being able to get a copy of the audit logs from Ragay. He claims to have no connection to the parties involved. However, on his Facebook page back on March 9, he posted a portion of the audit logs. Furthermore, he even presented them to the Senate committee on a hearing. Moreover, Chong consistently denies being a representative of Marcos. Senator Drilon, however, confronts him for having two authorization letters from the Marcos’ camp.



Origin of the Audit Logs

Chong testified under oath that h hot the audit logs from SET. However, Macalintal is saying that Ragay was not covered by the election protest filed by Francis Tolentino before the SET. Consequently, the Commission on Elections did not submit the audit logs to SET. Both Marcos’ and Robredo’s camps were able to obtain soft copies of the decrypted ballot images and audit logs from Ragay, according to Macalintal.


Macalintal’s Challenging Threats

Macalintal is informing the PET that despite claiming to not be a representative of Marcos, Chong still possesses copies of the resolutions of PET and pleadings that were submitted by the parties. Chong was also present during the closure activities of Comelec which Macalintal challenges because only the representatives of the parties were allowed to observe. Furthermore, Chong was even one of the witnesses in the first cause of action of Marcos. Macalintal is accusing Chong of attempting to preempt any resolution of the PET by swaying public opinion through the discussion of the merits of the case on his Facebook.



Chong’s Counter Challenge for the Election

Chong is saying that the first few pages of their 35-page manifesto clearly shows them trying to fool the Supreme Court. They use only select parts of the transcript to make their version believable. This move, Chong believes, is because Robredo’s camp can’t destroy him so they’re trying their chances on the Supreme Court. He is challenging them to bring out all they can on the September 13 hearing.




Desperate Move to Silence Chong

Robredo’s camp is desperate  to prove that he is a representative of Marcos so that he will be under the gag order as well, according to Chong. He is saying that they could not fight the knowledge of the fraud in the elections spreading. They may have paid the mainstream media, but they cannot handle the social media, according to Chong. Consequently, they are trying to silence him.

Deceiving the World

Main-stream media has its biases and it may be shocking to learn new perspectives if you’ve only consumed mainstream news. There is a lot of fraud and lies being perpetuated by people who want to manipulate us.




Atty. Glenn Chong’s Story

One of the people trying to present his truth is Atty. Glenn Chong. He has seen corruption first hand and is challenging it. As such, he is working to expose the fraudulent activities of Smartmatic in the previous elections. The voting machines are reporting results a day before the elections. Furthermore, the company, Smartmatic, is going to various lengths to evade the truth. For instance, they kept poles open for 29 straight hours.

Unresponsive Defendants

With the public hungry for answers, the people involved remain silent. Both Smartmatic and the elections commission have yet to communicate their defense on the allegations they need to answer. There are 38 violations that Smartmatic have committed on the last three elections in the Philippines.









Election Fraud Cases Files

There are already 29 cases filed against Smartmatic and its conspirators since 2010. These cases are filed in different courts and agencies of the National Government. However, A key officer is avoiding criminal prosecution by fleeing to Panama.




Chong’s Plea

Fortunately, he was allowed to join to prevent the Comelec from bluffing the participants. He is grateful to the Senator for including the issue in his privilege speech. The public becomes aware of how the cheating manifests because such hearings are high profile in nature. This gives Chong the opportunity to reveal what he knew from 8 years ago until now. However, he needs the support of the people to heighten this case.

Besides, Chong wants to watch over the Comelec during the recent electoral hearing. They might mislead the public again by telling incorrect information. They would surely justify their silence during the last two hearings if he is not around. This is by freely telling lies. It is very important to be a watchdog to bring out the truth, said the young Attorney. This time, some Comelec staff is eager to hear his side after the hearing. They ask him what he would like to achieve from this day forward. Chong replied that during the next hearing, he would lay down the security features needed. This is to ensure that the upcoming election in 2019 will be clean and can be trusted.




8 Years of Hard Work

Chong reminisces that within 8 years of questioning the Comelec, he’s often ignored. It’s a different story now after getting support from the people through social media. They knew that he’s not alone. The Filipinos are behind him who aspire for a dignified election. He said that each citizen has a voice. If they unite and fight for a common cause together, their rights won’t be abused. The people’s power comes from those small little voices that can be as powerful as the mighty abusers.

Atty. Chong swears that he behaved well during the hearing. Atty. Chong might be the most talkative clean election enthusiast but certainly, he’s not the only one. Many more groups are also joining the technical verification of what really happened when Bongbong Marcos’ one million votes lead declined significantly in a uniformed manner. The Philippine Society for IT professionals headed by Edmund Casino refers to Marcos as the real Vice President. Therefore, it’s just a matter of time that the Supreme Court would declare him as the recount winner against VP Leni Robredo. President Du30 is already hinting that his preferred successor could soon take his place.

Chong ‘s protest against Rogelio Espina, the elected congressman during the May 10, 2010 elections got a cold shoulder from Comelec despite around 4,000 of its residents took their sentiments to the streets and cried grave injustice due to massive cheating complaints. Since then, Chong became a clean election advocate. At presents, he uncovers a God-like system responsible for such digital frauds. It denies the country with leaders who have the capability to make it a progressive one like Bongbong Marcos.

Liberal Party Favors

Atty. Chong won his election in 2007 by defeating former Representative Gerardo Espina Sr., who had held the seat from 1995 to 2004. He became the very first representative of Biliran who does not belong to Espina political clan under the Liberal Party banner. However, he decides to leave the LP because he can’t accept ex-Pnoy as the party’s bet for president. He sought for re-election in 2010 and 2013 but lost twice to Rogelio Espina with only around 361 votes margin. He ran under Lakas-Kampi and PMP party, respectively.




Technical Details of Automated Fraud Explained to Maharlika

In his interview with Maharlika, Chong uses analogies to explain in a layman’s term how the automated system seems to be transmitting early results even before the actual election. A transmitter with VCM IP address 10.12.0.1 was already inquiring in the morning of May 8, 2016, to the directory lookup for CCS 1730 assigned in Ragay, Camarines Sur, VP Leni Robredo’s bailiwick.

God-like Capability to Manipulate Election Results

Root powers were the capabilities given to foreign users who are not officially authorized. This means that like God, they can do anything they want.  INFRASEC and E360SYNC with domain AMAZONAWS are cloud computing services based in Seattle, USA. There are traces that they were in and out of the servers from May 8 to May 14, 2016, even if all servers were off on May 8. The election was on May 9. There are concrete indications that Liberal Party bets benefited from the interference.









Good Intentions Went Down the Drain

Chong said that the Comelec should not continue with Smartmatic for the 2019 elections. Leaders with good intentions for the country won’t have the chance to serve if no one can stop them. The country’s progress lies with the chosen leaders. It is the will of the people that must prevail and not the PCOS’ choice.




Ferdinand Marcos’ Plans for the Philippines

President Rodrigo Roa Du30 believes that the late President Ferdinand Marcos’ brilliant plans for the Philippines are so far the best. He tries to follow them by reactivating his “Build Build Build” blueprint. This is a very ambitious project given the current situation of the country. Due to its extensive infrastructure coverage nationwide, this can go beyond his term. It is now understandable why he is skeptical of passing the torch to the Vice President. They would do everything to erase the traces of Marcos in this country like they always do. The Filipinos must do something before the President can have the power to interfere as democracy dictates. Bongbong Marcos would soon be Vice President then President when that happens.

Atty Chong Walked Out From Senate Hearing as Senator Pimentel Barred him from Speaking

Atty. Glenn Chong walked out of the Senate hearing on the electoral reforms as Comelec explained their answers to the allegations tolerated by Senator Koko Pimentel. The latter blamed it to lack of time. He apologized that not all resource persons were given the chance o talk. Chong urges the people not to vote lawmakers who are biased with Comelec’s nonsense explanations.

Comelec Did Not Address the Anomalies

Comelec’s lengthy presentation made no relevance whatsoever to the specific anomalies raised by Chong in the previous hearing. Senator Tito Sotto even warned them that they have to provide factual evidence to counter the allegations because his sources are IT experts that can’t be fooled. However, Pimentel allowed Comelec’s nonsense stories to eat up the time.




Group Walk Out

The supporters of Chong followed suit after his walk out when they were informed that he is giving an interview outside of the hearing video. They swear that the event will be posted on social media as soon as they can. The people should know which bets for the seats of Senator do not deserve such votes in the 2019 elections.

Comelec to Retain Smartmatic for 2019

Senator Antonio Trillanes IV was seen at the beginning of the hearing. Sotto also left after a few minutes. The flow of the manifestations was solely in the hands of Pimentel. His partiality is very obvious here. However, he is open to the Hybrid treatment of the upcoming election that would clarify any surprises of fraudulent activities after the poll.









Fooling Around with their Answers

Those in charge of this very expensive propaganda campaign were so good at their job that they apparently even “convinced” government station PTV4 not to air the hearing live and the local gatekeepers of popular social media platform Facebook to take down pages that shared the YouTube video of the proceedings posted by the Senate, said the Manila Times.




A Big Election Fraud Against the People

Comelec now means the collector of Smartmatic proceeds. Social media marketers are one in making the call of Atty. Chong a massive campaign on letting the public know how he was ignored by the committee head. Many of them are publishing live coverages online. Few videos made it to the Youtube channel in real-time. The people must be aware that the manipulation of the country’s election is supported by some LP players as seen in the video.

What VP Leni Robredo should Know about Ballot Image Replica of Election 2016 Votes

Vice President Leni Robredo acts as if she does not know where Bongbong Marcos’ evidence of poll fraud comes from. She even wonders how he got hold of the alleged tampered ballots when they are not in Manila yet for the recount. Sadly, the VP seems to have no idea that the soft copies given by PET to Marcos can be encrypted. Rappler comes to her rescue and explains things like the ovals in the original ballots are deliberately printed in red for them to be invisible to the VCMs. That’s why in some ballots, only the squares are visible because they have not satisfied the 25% shade intensity requirement. Rappler stresses that the Comelec should completely, patiently, and publicly disclose all changes to the voting system to avoid Marcos from crying foul. The yellow media and Robredo clearly show that they do not have a clue on Smartmatic’s mandate to scan the exact replica of the ballots inserted into the VCMs to prevent anyone from cheating especially during election 2016.

Soft Copies of Images are Supposed to be the Exact Replica

Robredo can’ be that dumb that thee soft copies both camps go from PET are what Marcos is talking about. The photographs or images of the scanned ballots inserted into the VCMs for reading must be identical. If they are not so, this feature that Smartmatic is proud about is useless. They must be the exact replica of the naked eye to easily point out alterations if ever.



The spread of Propaganda?

The defensive VP refers to the “shocking” anomalies pointed out by Marcos as propaganda. She said that they are not evidence of cheating but are just new features or improvements in the automated voting system. Marcos can never understand this because of such mandate of Smartmatic. He also has some confirmations that those changes are not transparent. That is clearly a violation of the digital election 2016 machine provider’s agreement with the COMELEC.



PCOS’ Choice Indeed

Marcos earlier explained that many ballots from Camarines Sur contain square boxes beside her name instead of the oval that voters needed to shade. All these mages with squares beside Robredo’s name are counted in her favor. Rappler tries to justify that a market that they fall short of the minimum amount of shade in the oval which the VCM will admit. It does not make sense, however, that the invalid votes still went to Robredo just the same.




PET Investigation Request

Robredo’s lawyer Romulo Macalintal said that the Commission on Elections and the Supreme Court that act as the Presidential Electoral Tribunal must investigate Marcos over his acquisition of the perceived tampered ballot images. Marcos hit them back by urging them to stop disrespecting the PET since it is his sours. He moves on with a challenge that both camps must stop all their motion for a swift recount.
