Associate Justice Marvic Leonen’s Grounds for Impeachment
The Most Delinquent Justice
Atty. Larry Gadon assists Edwin Cordivella in the impeachment case against Supreme Court Associate Justice Marvic Leonen. Rep. Angelo Barba endorses it because the complainant lives in his district. Gadon said that there are two grounds to remove him from office. First is a culpable violation of the Constitution. It is a deliberate and wrongful breach of the law. This is by not doing his duties in the supreme court. Leonen fails to act on 37 urgent cases where 82 are undecided. In fact, he’s the most delinquent justice, said Gadon.
Betrayal of Public Trust is Another Ground
The second ground according to Gadon is betrayal of public trust. There’s no record of Leonen’s SALN in the past 15 years. Ever since he started public service at the University of the Philippines, he already failed to comply with this requirement. Former president Ninoy Aquino was the one who appointed him. Bongbong Marcos said that he is biased on his electoral protest against Leni Robredo because he hated the Marcoses. So, they want him to inhibit but he refused.
Quo Warranto Alternative
Edwin Cordevilla’s case is just the beginning. If this is a Sereno-like removal, a quo warrant can follow next. Cordevilla is the Secretary-General of the Filipino League of Advocates for Good Government. Atty. Larry Gadon is the lawyer in-charge. Gadon also filed the former Chief Justice Maria Lourdes Sereno’s impeachment case. But her removal was through the quo warranto petition of the Solicitor General Jose Calida. Therefore, many believe that the processes happening now are just as effective. A fast turnover could be on the line.
