Oil and Gas Shortage

Ukraine, Russia, and North Korea were addressed by PBBM during the recent ASEAN summit on the oil and gas shortage plus the nuclear threat. He said that the world is in chaos because of them. They must stop their conflict by resolving their issues diplomatically.


PBBM’s Call

President Ferdinand Marcos Jr. expressed concern over the war between Russia and Ukraine and North Korea’s ballistic missile tests. This was at the 41st Association of Southeast Asian Nations or ASEAN Summit Retreat in Cambodia recently. Further touching on the Russia-Ukraine war, Marcos called for diplomacy to be employed in resolving conflict. He also noted that the turmoil has sparked global energy particularly the oil and gas supply and food crises.



Nuclear Threat

Marcos then urged North Korea to abide by the relevant resolutions of the United Nations Security Council. He likewise called for continuous dialogues and engagement among all concerned parties in a bid to stabilize the situation in the region. It is remembered that North Korea launched its 18th ballistic missile test over Hokkaido in Japan just prior to the ASEAN summit.

Oil Exploration Starts after Malampaya Natural Gas Field in the Philippines

Natural Gas

The Malampaya gas field or the Malampaya-Camago field is a deepwater gas-condensate reservoir. It is located in the Service Contract 38 license area, situated offshore, 65 km northwest of the island of Palawan, Philippines. Now, oil exploration is about to start in the same region under the Marcos administration.


Oil Exploration

Just before the sufficiency of the local gas supply, another industrial development is happening.  The Philippines had significant petroleum discoveries in the past. It now has producing oil fields in the Northwest Palawan Basin. President Ferdinand Marcos Jr. already announces that the Department of Energy (DOE) allows an Australian petroleum company to start surveying its drilling locations for exploration and appraisal at the Cadlao oil field in Palawan.




Drilling Starts

Marcos said that the DOE allowed Nido Petroleum Philippines Pty. Ltd. to start the site survey in their service contract areas by the last quarter of 2022.  The activities will pave the way for the drilling of 2 wells. Marcos added that this action may lead to oil production as early as the second half of 2023.

Deuterium gas or heavy oxygen can be found abundantly in the Philippine sea. Not so much in the South China Sea but within the territory of the country. President Bongbong Marcos has been urging his colleagues in the Senate since he was still a Senator in 2013 to explore the use of hydrogen fuel.



Benefits of Hydrogen Fuel

Hydrogen fuels are clean and environmentally friendly. They do not have colors and smells. The Mindanao trench holds a vast supply of these deuterium gas sources. Its development is a huge economic addition to the country’s coffer.



BBM’s Insights on the Fuel of the Future

The late father of the president was the one who ordered scientists to test the deep waters of the Philippines. There was a confirmation of the deuterium deposits during his time. Its exploration was put to a stop during the Aquino administration. This was allegedly due to the disagreement of the share percentages.

SK Liguasan Oil and Gas Corporation already had a service contract from the government since the Duterte administration. However, it can only start during the new Marcos regime for some reasons. SKLOGC is a Mindanao-based Exploration Company. It aspires to extract the natural energy deposits in the provinces of Sultan Kudarat, Maguindanao, and Liguasan Marsh.


No China-PI Joint Exploration

Contrary to some news, the bulk of the natural gas and oil reserves are in Mindanao. Not in the South China Sea. Outgoing DFA Secretary reveals that the joint exploration discussions between the Philippines and China have been “terminated completely.” This is upon the instruction of President Rodrigo Duterte.



Accidental Discovery

The fishpond workers on Lake Buluan were looking for fresh drinking water. But they found a source of methane gas instead. From then on, natural fuel is used by the people living nearby for their daily living like cooking and other activities.

Gas and Oil Supply

60% of the Philippines’ gasoline consumption comes from the Middle East. But the country is not spared with its surging prices. However, during the visit of Russia’s ambassador to PBBM, the supply of gas and oil was offered. This is to help stabilize their rates. Although this looks like being biased toward Russia, the Philippines’ independent policy does not rely on any country’s decision.


Taking Advantage of the Ukraine war

The Secretary of Foreign Affairs, Teodoro Locsin, Jr. condemns gas and oil companies that take advantage of the situation in Eastern Europe. Filipinos do not take sides in the Rosso-Ukraine war. So, despite the sanctions imposed by America and Europe on Russia, the country remains independent.



Supply and Demand Effect

However, since countries that put sanctions on Russia’s gas and oil supplies moved to the Middle East, the supply to the Philippines can be scarcer. Therefore, when the demand is high and the supply is lesser, the prices of these fuels can only go up. PBM’s talks to the Russian ambassador can give alternatives to importers when the prices in the middle east become unbearable.

Marcos loyalists also grow in number as seen in the survey results. The more the SC withheld the outcome of his case, the more he gets the public’s sympathy.
