She said that it was her gesture of appreciation to politicians who supported her recent bid. Arroyo and Du30 were in red during the even while Marcos was stunning than ever.

Power 3 During Thank You Lunch
Speaker Arroyo had a “thank you lunch” with Davao City Mayor Sara Duterte Carpio, Ilocos Norte Governor Imee Marcos, and some 150 lawmakers last Monday, July 30. Mayor Du30 previously had a grudge with the ousted ex-Speaker Pantaleon Alvarez. Marcos also had a conflict with another unseated former Liberal Party member Rep. Rodolfo Fariñas.
The True Alliance against the Great Pretenders
Ilocos Norte 1st District Representative Rodolfo Fariñas leads the probe into the alleged misuse of tobacco funds under Governor Imee Marcos. The lady governor previously kept her cool against the former Majority Leader. Legislators allied with Arroyo said Ilocos Norte Governor Imee Marcos. She is allegedly campaigning to stop her rival Fariñas from getting a leadership position in the lower chamber.
The Union of the Unwanted Leaders
Fariñas has joined a minority bloc in the House of Representatives to be with Rep. Alvarez. Fariñas admitted that Rep. Prospero Pichay Jr. assured him that he could retain his post as majority floor leader even if Alvarez would be ousted but it was not the case. The Ilocos Norte lawmaker, however, chose to join his PDP-Laban party mate in the minority bloc instead. He declares his loyalty to Alvarez.
Party Membership Convenience
Another claimant to the minority block is Rep. Romero Quimbo. He criticizes politicians who just join a political party because it’s the flavor of the month so to speak. They actually do not carry the principles of such a group. Therefore it would be easier for them to go back to their roots or form a new alliance such as the minority block.
Women on Top in the Du30 Regime
The humanitarian crusaders seem to be quiet nowadays. They were known for their discrediting President Du30. They accuse him of being a rapist, anti-women, and a dictator. However, the Arroyo, Marcos, and Du30’s emergence prove that the older Du30 ‘s votes remain intact.
The supermajority in the Congress votes for CGMA as the new speaker of the house replacing Cong. Pantaleon Alvarez. This happens before and after the SONA of Philippine President Rodrigo Du30. The power struggle is not only evident in the lower house but also in all branches of the government. It is a puzzle to many that conflicts arise even among the supporters of Du30. However, a certain pattern is obvious. The pro-Marcos stalwarts in the current administration are at work. Take the case of SolGen Jose Calida’s stunt against the 25% notion of Vice President Leni Robredo which is favorable to Bongbong Marcos.

Coup d’etat at the SONA
Former President and now Speaker Gloria Macapagal Arroyo vows to push for the legislative agenda of the Du30 administration in the House of Representatives after she was elected overall head of the chamber. “I am extremely honored to have been supported by my colleagues at the House of Representatives to be their new Speaker,” said Arroyo in a short statement. “I will endeavor to carry out the legislative agenda of President Rodrigo Duterte in the Lower House,” she said.
The SONA row was the culmination of months of speculation about a possible plan to oust Alvarez. Arroyo’s takeover took place in a muted affair. The audio was unceremoniously cut just when Deputy Speaker Rolando Andaya announced around 3:30 p.m. that a majority of the House, 161, had voted for the leadership change.
Alvarez’s Vested Interests
The ousted speaker becomes unpopular because of his firm stand in various issues. He even has a rift with the Presidential daughter after he calls her an opposition. Aside from being the line of succession for the VP post, he is also a possible contender for Prime Minister if the Federalism change pushes through. These are taken by the loyalists as vested interests thus explaining his disagreement over the President’s alliance with the Marcoses. Cong. Alvarez earlier flaunts also his affair despite remaining legally married to his wife.
SolGen Calida as the President’s Implementor
Solicitor General Jose Calida is instrumental in the ouster of Supreme Court Chief Justice Maria Lourdes Sereno. He apparently leaves the Commission on Elections (Comelec) to defend itself in the ongoing vice presidential electoral protest. Though he files a manifestation backing the 50% ballot shading threshold that favors the interest of former senator Bongbong Marcos. The Office of the Solicitor General urges the Presidential Electoral Tribunal to junk Vice President Leni Robredo’s appeal to apply the 25 percent threshold. This is to determine the validity of votes in the ongoing vice presidential election recount.
The SolGen’s Legal Basis
The OSG said that in vice presidential elections, it is the PET that has “the sole authority to judge all contests” and the Comelec has no jurisdiction over the case. Calida cited Section 4, Article VII of the Constitution that provides that the PET has exclusive jurisdiction over election contests relating to the president or vice president. Vice President Leni Robredo’s lawyer Romulo Macalintal says Solicitor General Jose Calida’s ‘erroneous’ support of the 50% shading threshold would ‘erode the very foundation of our democracy’ by disenfranchising voters. They are questioning why Calida is siding Marcos.
Cayetano versus Marcos social media battles emerged right after President Du30’s VP speech. He said that if one of them is his successor, then he can already resign. Nonetheless, DFA Secretary Alan Peter Cayetano is actually not in the position to compete with Bongbong Marcos when it comes to the Vice Presidency. According to the 1987 Constitution, the order of the line of succession is the Senate first. Then the Speaker of the House of Representatives is second. That is once Vice President Leni Robredo is impeached which is not the case at all. Only the Marcos-Robredo electoral protest holds much weight right now. So, the VP race is just between the two.

The President openly admires the leadership style of the late President Ferdinand Marcos. He considers the Marcos clan as important political allies who are helping him in rebuilding the nation. He is counting on the younger Marcos to take over the Presidency at the soonest possible time which adheres to the Philippine constitution. This is if Bongbong Marcos is successful in his protest to assume the Vice Presidency come 2018.
No Cayetano in the VP Line-Up
In an impeachment rap for the Vice President, the Senate President takes over which is Senator Koko Pimentel. In case of his inability, the Speaker of the House is next in line which is Speaker Pantaleon Alvarez. He will act as Vice-President until the elected or the chosen one qualifies. If Bongbong Marcos wins in the electoral protest against Leni Robredo, he can immediately be installed in the VP post. Therefore, Pimentel or Alvarez’ take-over can be temporary. Although, it is not necessary for the time being since no case such case survived to remove Robredo.
Speculations have No Legal Basis
The speculations that Cayetano as the president’s running mate aspires to replace Robredo has no legal basis. He is not in the line of VP succession. He seems happy as DFA Secretary. His previous debates with Marcos were for political survival. The yellow traces in him are normal. Considering that many Senators and Congressmen shifted to the president’s PDP Laban from the Liberal Party.
Marcos as VP in 2018 is Still on Track
Marcos reiterates that once the recount is already on schedule by the Supreme Court, it takes only 2 to 3 months to know if he has merits to the case. He is always for unity and to deal with misunderstandings among the supporters of the DFA Secretary is the last thing on his list. Loyalists must be prepared also to support the favored Du30-Marcos tandem by understanding the feelings of the followers of the rest of the unsuccessful 2016 Vice Presidentiables. That way, we can all stand united for nation-building.
Leni Robredo suffered a major drop in the recent Social Weather Stations or SWS survey. Her net satisfaction rating dropped by 11 points, from a “good” +37 to a “moderate” +26.

Aquino’s Defense on Robredo
Senator Paolo Benigno “Bam” Aquino IV said “black propaganda” caused Leni Robredo’s satisfaction rating to decline. He said he expected it with all the black propaganda against her. He justifies it as a small percentage of the respondents. The majority still support her,” Aquino added.
To rebound from the sudden drop, her office aims to continue pushing for her agenda of allegedly uplifting the lives of our marginalized countrymen. But this is difficult since she is often on overseas trips. Her message of hope and solidarity cannot be delivered effectively through words only. She must act on it.
Robredo’s net rating which is the percentage satisfied minus percentage dissatisfied took the biggest dip among the vital government’s officials. 53 percent of respondents are satisfied with Robredo, 27 percent are dissatisfied, and 19 percent are undecided. The survey was conducted between March 25 to 28 through face-to-face interviews of 1,200 adults all over the country.
Just a week before the survey, House Speaker Pantaleon Alvarez threatens to file an impeachment complaint against Robredo over her video to the side event of the United Nations Commission on Narcotic Drugs, wherein she disclosed the alleged police abuses, with the wrong description of “palit-ulo” scheme or “exchange heads.” This triggers the “palit-VP” or “replace VP” rally at the Luneta Grandstand.
The ex-lawyer of President Ferdinand Marcos, Oliver Lozano filed an impeachment complaint against Leni Robredo for her criticism of the administration’s deadly war on drugs. The complaint for violation of the constitution and betrayal of public trust was submitted by Oliver Lozano to the office of House Speaker Pantaleon Alvarez for sponsorship. Lozano said that said Bongbong Marcos would not benefit from it.

Immediate Successor is the 3rd Highest Official of the Land
Under the law in the Philippine constitution, it is the third highest official that shall immediately succeed when the vice presidency is left vacant. In this case, it is the Senate President Koko Pimentel who directly benefit once Robredo is impeached and not Bongbong Marcos. Next in line to Pimentel is House Speaker Pantaleon Alvarez.
Bongbong Marcos’ Electoral Protest Win is Crucial
Justice Secretary Vitaliano Aguirre II clarified that Bongbong Marcos can take the VP post once Robredo is removed from her post. But he has to win the electoral protest first. It is noted that the said process takes years to facilitate but since many cannot stand Robredo anymore, it is not so important who would replace her in the VP post for as long as they can get rid of her.
VP Successor can also be Appointed
The president can appoint a VP replacement from members of the Senate and the House of Representatives. The appointee assumes office once the majority vote from both Houses of the Congress approves the appointment. The Commission on Appointments then scrutinizes the VP candidate for confirmation. This is based on Article VII Section 9 of the 1987 Constitution.
Robredo allegedly betrayed the people by shaming the nation with her dishonest message to the side event in the United Nations forum. “The respondent is duty bound to act within the framework of the Constitution but her acts of dishonesty and moral bankruptcy breached the bounds of the Fundamental Law,” Lozano said. In the video, Robredo exaggerated the killings linked to the drug war and also revealed a so-called “palit-ulo” scheme with the wrong description.

Lacson in Robredo’s Data
Senator Panfilo or Ping Lacson condemns Robredo saying that she got all her data wrong. She castigates the administration using lies and disproven allegations. Her disclosure is solely based on hearsays. With that, she managed to put the country into a bad light. She destroys not only the president but also her own nation as a whole. An act not acceptable coming from a Vice President. One very wrong detail is the alleged more than 7,000 deaths from extra-judicial killings of the drug war when that is the total figure of deaths which are under investigation.
Anxious to be President
The president himself cannot contain his disgust over Robredo’s being so anxious to become president – the reason why she does everything in her power to discredit him. He said that she is indeed in a hurry to become president. He’s actually not surprised by that given her nature and the reputation of her political party.
Mocha Uson strikes back to Leni Robredo who accuses her of spreading lies over social media. Uson slams Robredo calling her the arrogant misinformation queen. She blames others for her own wrongdoing. As the president’s very vocal supporter, Mocha Uson leads a call for Robredo to resign over her Twitter account. There’s definitely no place in the government for a power grabber like Robredo, Uson said.
PNP Chief Ronald or Bato Dela Rosa corrects Robredo’s definition of “exchange heads.” Robredo sais that it is when a family member replaces the listed drug offender should the latter cannot be found. According to Chief Bato, it is when the suspect reveals a higher drug syndicate in exchange for a lower prison sentence. This information alone proves that Robredo is a big liar. Therefore, it is not surprising why people are calling for a VP recount at the quickest possible time.

It’s no brainer. If the president is impeached, who would benefit? The law says the President and the Vice-President may be removed from office through impeachment for, and conviction of, culpable violation of the Constitution, treason, bribery, graft and corruption, other high crimes, or betrayal of public trust. Upon watching VP Leni Robredo’s video submitted to the UN where she attacks the administration’s drug war, the Solicitor General concludes that she is guilty of the treason act which is an impeachable case.

Alvarez condemns Robredo’s video and says that she clearly does not have the basis of her allegations. The near recount of votes just scares her. She knows she does not have an edge over Bongbong Marcos. He is certain that Robredo has a “direct hand” in the President’s impeachment complaint filed by Magdalo. Treason is the crime of betraying one’s country, especially by attempting to overthrow the government. Senate President Koko Pimental is next in line to Robredo for the VP post and then Alvarez is next to Pimentel as the Speaker of the House of Representatives. Senator Alan Peter Cayetano can only be appointed by the President once he becomes a cabinet member and the first two successors are not qualified.

Robredo Rallies Supporters
Robredo’s supporters are led by Camarines Sur 3rd District Rep. Gabriel Bordado Jr., Naga City Vice Mayor Nelson Legacion, Councilors Nene de Asis, Elmer Baldemoro, Miles Arroyo, Jun Lavadia, Lito del Rosario, Vidal Castillo, Ray-an Rentoy, and Buddy del Castillo. Members of civil society groups, several representatives of private and public schools, and other organizations within Naga City and the third congressional district of Camarines Sur were also present in the prayer protest. Attendees were mostly members of Lakas ng Kababaihan. It is a group founded by the vice president and her late husband. Several members of the persons with disability or the PWD sector were also spotted.
Alvarez hit Robredo on her legitimacy as Vice President. She faces an election protest filed by Bongbong Marcos who lost by a margin of 200,000 votes only. Credible witnesses and evidence of the alleged election fraud are massive. The Speaker now prioritizes to study the filing of an impeachment complaint against Robredo. The House Speaker is certain that she has a hand on the destabilization plot against the president.
More than Just a Coincidence
The Speaker tags Robredo as the leader behind the impeachment move against the president. Magdalo’s impeachment complaint timing simply coincides with her message to the United Nations. Magdalo Rep. Gary Alejano filed an impeachment complaint against PDu30 for his alleged hand in the vigilante killings and the extrajudicial killings at the height of the war on drugs. They also include his alleged P2.2-billion hidden wealth. If VP Robredo is impeached, Senate leader Koko Pimentel takes her place temporarily until the elected VP is qualified.
Robredo also exposed the alleged “palit ulo” scheme where the poor families are rounded up by the police who would then demand that relatives would be taken in exchange for the accused drug personalities if the latter were missing.
In response to the President’s inquiry to lawmakers why rape is removed from the list of crimes punishable by death in the House version of the controversial bill, House Speaker Pantaleon Alvarez explains that the list is narrowed down to just drug-related crimes — in order to speed up the process. Death Penalty Bill Passes 3rd Reading in Congress
The House of Representatives approves the third and final reading the contentious death penalty measure labeled as House Bill Number 4727. An overwhelming number of congressmen vote in its favor which is 216 affirmative, 54 negative, and one abstention.
Voice of the People
Reynaldo Umali, House Justice Panel Chairperson is hopeful now that the House of Representatives has spoken, the voice of the people are heard. The support of their pro-administration colleagues is overwhelming. He can attest to the difficulty of the process they went through that are clearly dilatory.
What About the People’s Demand on Rape?
Justice committee chair Rey Umali gives similar reasons for taking rape out of the bill. Other crimes can be included later on via amendments. Alvarez also said that another bill for rape and plunder can be filed immediately after this first one becomes law. It is just important to immediately reimpose the death penalty first specifically to aid the war on drugs.
There is indeed a need to rush the reimposition of the death penalty because of the anti- administration’s campaigns to destabilize the government. They, of course, keep on denying this but patterns of strategies the same that of Ninoy Aquino against the late president Ferdinand E. Marcos is evident.
The congress is supposed to be the people’s representative. As a separate branch from the executive branch, they do not need to consult the president. However, PDu30 calls for a thorough study and explanation why rape is taken out from the punishable crimes under the death penalty bill. It is acceptable with plunder because he does not promise to kill plunderers but to stop corruption.

If Rape to be Added to the Death Penalty List, it’s Back to Square One
The pro-Du30 congressmen headed by House Speaker Pantaleon Alvarez fails to please the government. Even so, the president gives them the benefit of the doubt. The original draft of the death penalty bill includes 21 crimes on the list. The number is lowered to four after a House caucus. Finally, they limit only to drug-related crimes when the 2nd reading is passed by the House. Deputy Speaker Fredenil Castro, one of the bill’s co-authors said that it is back to square one if rape is to be readded to the death penalty bill. Perhaps too late to support the president’s drug war.
The President Promises to Stop Corruption, Not Kill Plunderers
When asked if the removal of plunder from the list of crimes contradicts his anti-corruption campaign, the president clarifies that he only vows to stop corruption — and not to kill plunderers. He added that he plans to fire out more people he couldn’t trust. At the moment, he’s figuring out how to do it. PDu30 admits that he asks his longtime friend Peter Laviña to resign as the National Irrigation Authority chief amidst allegations of extortion.
Readd Rap to Death Penalty or None at All
The people through social media are unanimous in calling for no death penalty if there’s no rape in the list of crimes punishable by death sentence. Will the president accept the explanation of congress that there is a great deal of delay if they have to go back from the beginning – just to re-add rape on the death penalty bill?
If congress does not listen to the people’s cry, it looks as if they are not doing their job. They only do things that would please their alliance. On that note, they also fail because the president is also not pleased with their action. It is a matter of “wait and see” for now on what the congress would do next. The people’s wish or drug war?
